Himachal Pradesh Govt abolishes all Cabinet Ranks; 20% of Salaries and Allowances also deferred

The Government of Himachal Pradesh has abolished all Cabinet-rank statuses. Additionally, 20 percent of salaries and allowances have been deferred until September 30, 2026. Consequently, the Cabinet-rank privileges currently accorded to Chairpersons, Vice-Chairpersons, and Advisors of various Boards, Corporations, and Commissions will cease to be available with immediate effect. The government has issued directives to the Secretaries of all departments to implement this decision without delay.

This decision has been taken with a view to advancing the government’s efforts toward expenditure reduction.

According to the order issued by the General Administration Department, this decision has been taken with the objective of streamlining administrative processes. This move is being viewed as a measure for administrative reform and fiscal control, which could have a far-reaching impact on the government’s functioning in the times to come.

What does the notification state?
It is pertinent to note that the notification—signed by Kulwinder Singh, Joint Secretary of the General Administration Department, Government of Himachal Pradesh—states: “I am directed to inform you that, with the objective of streamlining administrative processes, the status of ‘Cabinet Rank’ has been reviewed. Consequently, the government has decided that the ‘Cabinet Rank’ privileges currently accorded to the Chairpersons, Vice-Chairpersons (including Deputy Chairpersons), Chief Advisors, Political Advisors, etc., of various Boards, Corporations, and Commissions are hereby withdrawn with immediate effect.”

The notification further states that, in addition to this, 20 percent of their salary/monthly remuneration shall remain deferred until September 30, 2026. “Please ensure that necessary action in this regard is taken expeditiously and that all concerned individuals falling under your administrative control are apprised of these directives.”
