Himachal: Recruitment from Group A to Group D in Electricity Board; Promotion Process Revised

The Himachal Pradesh State Electricity Board has reconstituted the Departmental Promotion Committee (DPC) and Departmental Recruitment Committees to streamline and enhance the transparency of the processes regarding employee recruitment, promotions, and service confirmation.

An office order issued by the Board’s management outlines the structure of these newly formed committees for various categories of posts across the Headquarters, Wing, Circle, and Division levels. It is pertinent to note that the department has amended its regulations, and recruitment is now conducted through the State Election Commission.

The committee constituted for Group-A posts will be chaired by the Managing Director. The Board’s full-time Directors will serve as members, while the Executive Director (Personnel) will fulfill the role of Member Secretary. The authority to approve decisions and review meetings pertaining to the proceedings of these committees shall rest with the Chairman of the Electricity Board.

For Group-B posts, the Director (Personnel) has been designated as the Chairperson of the committee. In cases involving technical positions, the Director (Technical) will serve as a member, while for other positions, the Executive Director (Personnel) will act as a member. The responsibility of Member Secretary has been entrusted to the Deputy Secretary or Under Secretary of the respective branch.

For Group-C posts, a committee has been constituted under the chairmanship of the Executive Director (Personnel), with the Chief Accounts Officer designated as a member. Meanwhile, for Group-D posts, the Deputy Secretary or Under Secretary of the concerned branch will serve as the Chairperson of the committee.

A Senior Accounts Officer or Accounts Officer has been designated as a member, and the Section Officer of the respective branch has been nominated as the Member Secretary. In the event that appointments are to be made for legal positions, the Deputy Secretary (Law) or Under Secretary (Law) will also be included as a member of the committee.
