Himachal: Matter of teacher test for CBSE schools reaches High Court, notice issued govt

Controversy has erupted over the government’s decision to conduct a mandatory examination for the selection of teachers to teach in CBSE-affiliated government schools in Himachal Pradesh.

The Himachal Pradesh Joint Teachers’ Front has filed a joint petition in the High Court challenging the government’s order. The petition was heard on Tuesday, and a notice was issued to the state government.

The matter has been listed before a division bench of Justice Vivek Singh Thakur and Justice Ranjan Sharma. The petition seeks the repeal of the state government’s order requiring teachers to pass a test to teach in all CBSE-patterned government schools. This government decision is being opposed by teachers ranging from primary school teachers to senior secondary school principals and lecturers.

Teachers say that requiring an examination for already employed teachers is unfair and will impact their service conditions. The Joint Teachers’ Front argues that teachers have been appointed through a regular selection process and have been serving for years. Therefore, conducting a separate examination for teaching in CBSE schools is against the rules.

Meanwhile, the government has planned to select teachers through a screening test to improve the quality of education in CBSE-affiliated government schools. Under this plan, only qualified teachers will be posted in CBSE schools. However, teachers say that improving quality requires training and resources, not screening teachers through exams.
