Shimla: In Himachal Pradesh, more than 4 thousand Patwari Kanungos are on strike for 10 days. Patwari Kanungos are also not ready to return to work without their demands being met. Due to this, thousands of people are facing problems every day.
The Patwar and Kanungo Circle offices of the state have been locked since February 25. Due to this, people are not getting 39 types of services provided through the Revenue Department. Students are not able to get various types of certificates. Due to this, children are not able to participate in competitive examinations, counseling and admission.
Students are not getting these certificates
It is worth mentioning that certificates like Himachali Bonafide, Income, Land-less, Caste Certificate, OBC are required for counseling, admission and different papers. But due to the strike of Patwari-Kanungo, children are not able to get these certificates.
Patwari and Kanungo angry over being made a state cadre
Let us tell you that Patwari-Kanungo are angry at being made a state cadre, because when they were recruited, their recruitment and promotion rules were of the district cadre. The state government has now made them a state cadre. Similarly, Patwari-Kanungo are demanding basic facilities like electricity, water, computers, WiFi in all offices.
Promotions should be given as per cadre strength
President of Patwari-Kanungo Association, Satish Chaudhary said that Patwari-Kanungo are demanding to end discrimination in promotion. Patwari-Kanungo are currently getting 60% promotion opportunities, while ministerial staff is getting 120% promotion opportunities. They demanded promotions to be given according to cadre strength. He said that the strike will continue until their demands are met.
39 types of services are being affected
39 types of services provided by the Revenue Department have come to a standstill today. Due to their strike, services like registry, demarcation, transfer, partition, Girdawari and bank’s KCC report as well as various types of certificates are not being provided.
Last year, the state government had decided to put Patwari-Kanungo in the state cadre. Even then, Himachal Joint Patwar and Kanungo Union had gone on an indefinite strike for more than a week. They had called off their strike on the assurance of the government.
What is the effect of creating a state cadre?
After the State Government made Patwari and Kanungo State Cadre, now they can be transferred outside the district to anywhere in the state, whereas in the District Cadre, they cannot be transferred outside the district.
