4000 Patwaris-Kanungos on strike in Himachal: Minister promises quick solution

Especially the children appearing for various competitive exams are not able to get various types of certificates. Certificates like Himachali Bonafide, Income, Land-less, Caste Certificate, OBC are required for counseling, admission and various papers. But due to the strike of Patwari-Kanungo, the children are not able to get these certificates.

Similarly, 39 types of services provided through the Revenue Department have been stalled since February 25. The Patwaris and Kanungos of the state are angry over the creation of a state cadre. They have announced an indefinite strike.

Although Revenue Minister Jagat Singh Negi had told them two days ago that they should return to work and that the government’s doors are always open for talks. But till now the government has not called them for talks.

Satish Chaudhary, President of Himachal Patwari Kanungo United Association, said that the strike will continue until their demands are met. Patwari-Kanungo have been recruited in the district cadre. Now it has been made a state cadre. Various types of online services are being availed through the Revenue Department. But facilities like computer and internet are not being provided.

39 types of services are being affected

39 types of services provided by the Revenue Department have come to a standstill today. Due to their strike, services like registry, demarcation, transfer, partition, Girdawari and bank’s KCC report as well as various types of certificates are not being provided.

Last year, the state government had decided to put Patwari-Kanungo in the state cadre. Even then, Himachal Joint Patwar and Kanungo Union had gone on an indefinite strike for more than a week. They had called off their strike on the assurance of the government.

Last week, the state government has issued the final notification to convert Patwari-Kanungo into a state cadre. According to this decision, Patwari and Kanungo can be transferred anywhere in the state outside the district.

There was no provision for transfer outside the district in the district cadre. Their recruitment and promotion rules are also those of the district cadre. This is why Patwari Kanungo are opposing the state cadre. They say that their promotion will also be affected by becoming a state cadre.

The minister said – we will find a solution soon

When Revenue Minister Jagat Singh Negi was contacted regarding this, he said that a solution will be found soon. Some alternative will be found for the certificates that the children are not able to get, so that the children do not face any problems.
