Shimla, April 29: Garbage bins have been made compulsory in all commercial vehicles in Himachal Pradesh from today. Commercial vehicles not having garbage bins will be fined up to Rs 10,000. Similarly, any person caught throwing garbage here and there will have to pay a fine of Rs 1500. This notification of the Environment Department has come into effect from today.
Let us tell you that every year 1.5 to 2 crore tourists visit the hills in Himachal. Most of these tourists come in taxis, tempos or Volvo buses. In such a situation, everyone will have to develop the habit of not littering in Himachal. Usually, tourists throw garbage in tourist places.
Earlier, there was no provision for action on this. But now the government has made a provision for a penalty in the Himachal Pradesh Non-Biodegradable Garbage Control Act, made in 1995. So now the mistake of spreading garbage will cost the local people as well as tourists heavily.
Transporters from other states driving commercial vehicles coming to Himachal will also have to enter Himachal with garbage bins. If garbage bins are not installed, you will have to pay a heavy price. The fine will be collected from the taxi driver and not from the tourist travelling in the taxi.
Garbage bins are mandatory for these vehicles
Environment Department Director DC Rana said, Garbage bins have been made compulsory in all commercial vehicles. Garbage bins will have to be installed in all commercial vehicles (all goods carrying vehicles), including taxi numbers, tempo traveller private buses, government buses of Himachal and other states, Volvo buses.
He said, Personal vehicles have been exempted for now. In the coming days, commercial vehicles can also be brought under its ambit. Its purpose is to stop the spread of garbage in the mountains and tourist places and to protect the environment. He said the government has authorised the officers of all departments for challan. That means officers of any department of Himachal government will be able to issue challan for this.

The state government is also going to launch a mobile app for this. With the help of this app, departments will not have any problem in challan and there will be no need for challan book.
Plastic already banned in Himachal
Let us tell you that Himachal government has already banned coloured polythene envelopes, single use plastic, non-woven plastic bags having thickness more than 60 GSM. Coloured polythene envelopes were first banned in January 1999. After that, in June 2004, Himachal became the first state to ban polythene bags having thickness less than 70 microns. On 2 October 2009, polythene bags were completely banned. After this, single use plastic was banned.
