Shimla: Unhappy employees with the transfer will now be able to present their case to the concerned department before going directly to the High Court. For this, the Himachal government has included a new provision for grievance redressal in the employee transfer guidelines. This decision has been taken to ensure fairness and transparency in the grievance redressal process.
The personnel department has issued its notification. However, joining first will be mandatory upon transfer. Later the employees will present their side. The competent authority will also have to find a solution within 30 days of receiving the complaint. The complaint will have to highlight such events or reasons that can affect the transfer decision.
If the transfer order turns out to be unfair, the employee will get an appointment at the old place. According to the notification issued by Personnel Secretary M Sudha Devi, a new provision has been made under Comprehensive Guidelines-2013 (CGP-2013) for state government employees. This amendment is especially for those employees who feel aggrieved on transfer. CGP-2013 was originally circulated on July 10, 2013. Under this, there was no formal mechanism to address complaints related to transfer orders. Now the government has included Para 22A to solve the problems.
Personnel Department officials said that the amendment has been made so that employees do not directly approach the courts regarding transfers. This provision has been made to handle the issue within the administrative structure before resorting to legal action. This is also expected to reduce unnecessary delays and litigation.
