The High Court gave this decision on Wednesday. The court of Judge Virendra Singh had reserved the judgment in this case after hearing both sides on March 24.

Desraj had filed a petition for anticipatory bail in the High Court, fearing arrest. He had said that the FIR registered against him in New Shimla police station was wrong. The court has refused to grant anticipatory bail to Desraj after the status report filed by the police.

Sources say that Desraj is absconding since March 23. Desraj may be arrested after the anticipatory bail plea is rejected by the High Court. Vimal Negi left the government car on March 10 and went from Shimla to Bilaspur in a private taxi. His body was found in Govindsagar Lake on March 18. According to his postmortem report, he died due to drowning on March 14.
