Hisar Municipal Corporation Union President Arrested from Protest Site Over Alleged Attack on Staff

Hisar: The Civil Lines police in Hisar arrested Municipal Corporation Sanitation Workers’ Union president Surendra alias Golu in connection with an alleged attack on municipal employees and damage to a government garbage collection vehicle in Sector 13.

The arrest took place on Sunday at the Municipal Corporation office, where police arrived to take Surendra into custody. Municipal employees protested the action and attempted to stop the police from taking him away.

According to the complaint filed by Municipal Corporation Junior Engineer (JE) Naveen Kumar, the incident occurred during a door-to-door sanitation drive in Ward No. 14.

Garbage vehicle allegedly blocked in Sector 13

Naveen Kumar stated that a garbage collection vehicle bearing registration number HR-39G-6835, driven by Narendra Kumar, had gone to the Sector 13 market as part of the sanitation drive. Police personnel were also accompanying the vehicle.

According to the complaint, Surendra alias Golu, Pawan Daroga and their associates allegedly arrived on a motorcycle and blocked the vehicle by placing their bike in front of it.

Pawan Daroga allegedly approached the conductor-side door of the vehicle and started arguing with the police personnel present at the spot.

The complaint further alleges that Surendra picked up bricks and repeatedly hit the vehicle’s windows, damaging them. He and others allegedly scuffled with the driver, Narendra Kumar, and took away the vehicle’s keys.

The accused also allegedly punctured all four tyres with an awl and threatened the employees before leaving the spot.

Case registered under BNS and PDPP Act

Following the complaint, Civil Lines police registered a case against Surendra, Pawan Daroga and their associates.

The case has been registered under Sections 221, 121(1), 132, 126(2), 304, 351(3) and 3(5) of the Bharatiya Nyaya Sanhita (BNS), along with Section 3(1) of the Prevention of Damage to Public Property (PDPP) Act.

Police said the allegations include obstruction of official duty, assault, threats and damage to a government vehicle. PSI Sohit is conducting further investigation.

Similar incidents reported at other locations

The incident comes amid allegations of attacks on drivers of door-to-door garbage collection vehicles at multiple locations in Hisar.

According to the information provided, windows of several municipal vehicles were allegedly damaged with stones and tyres were punctured with an awl.

CCTV footage from Malik Chowk, near the residence of former Urban Local Bodies Minister Dr Kamal Gupta, has also surfaced. The footage reportedly shows several people surrounding a garbage collection vehicle.

The information provided alleges that Municipal Corporation official Surendra also reached the spot and threatened the driver. Further investigation is underway to establish the sequence of events and the involvement of those named in the case.
