New Delhi: India’s intelligence agencies have raised concerns over an alleged shift in Pakistan’s Inter-Services Intelligence (ISI) strategy, with Gujarat and Rajasthan emerging as key focus areas for terror and espionage activities in recent months.

According to officials, the move marks a departure from the traditional pattern of Pakistan-backed operations concentrated along the Line of Control (LoC) and in Jammu and Kashmir. Security agencies believe the new strategy aims to target India’s economy, critical infrastructure and internal security.

Gujarat witnesses rise in alleged terror modules

The recent busting of an alleged Jaish-e-Mohammed-inspired terror module by the Gujarat Anti-Terrorism Squad (ATS) has been cited as an indication of changing operational tactics.

Officials said terror outfits are allegedly attempting to build local modules in Gujarat to carry out attacks within the state. Intelligence agencies believe critical installations, including ports and the Jamnagar oil refinery complex, could be potential targets.

An intelligence official said the objective is to create multiple operational cells capable of targeting key economic assets and disrupting normal activities in the state.

Rajasthan becomes focus of alleged espionage operations

Unlike Gujarat, where the focus is said to be on terror modules, Rajasthan has witnessed a rise in alleged espionage-related cases.

Officials claimed the ISI is attempting to establish a network to collect information about strategic locations, defence establishments and economic infrastructure. Intelligence inputs suggest the alleged surveillance is intended to support future operations by identifying vulnerable targets.

Security agencies noted that both Gujarat and Rajasthan share international borders with Pakistan, making them strategically important from a security perspective.

Agencies warn of economic and security threats

Officials also expressed concerns over alleged attempts to circulate fake Indian currency and spread misinformation to create communal tensions and stretch security resources.

According to security agencies, diverting the attention of security forces towards western states could potentially provide opportunities for renewed infiltration attempts in Jammu and Kashmir, where several infiltration bids have reportedly been foiled in recent months.

Intelligence officials said Pakistan-backed groups are expected to continue using propaganda campaigns and recruitment efforts in the region, prompting authorities to maintain a high level of vigilance.

Security agencies have intensified surveillance and monitoring in Gujarat and Rajasthan and advised all concerned departments to remain alert in view of the evolving security situation.
