Shimla: The Himachal Pradesh government has set new criteria for the selection of BPL families. The entire proceedings of the Gram Sabha will be videographed by the concerned Panchayat Secretary. This will be ensured within the funds available in the Panchayat Samiti and its record will be kept safe. Secretary Rural Development Rajesh Sharma issued orders for these criteria. According to the new orders, families with orphan children below the age of 18 years, elderly members above 59 years of age and no adult member between the ages of 18 and 59 can be included in the BPL list.
The BPL list will also include such families that have a female head and no adult member between the ages of 18 and 59 or in which the head has more than 50 percent disability.
Apart from this, any family wishing to be included in the BPL list can apply to the Gram Panchayat with the necessary declaration in writing by January 31 every year. A proposal will be placed before the Gram Sabha to recommend removal from the BPL list. The entire process will be completed by May 15 every year.
Adult members should have worked for 100 days under MNREGA. Those whose earning members are suffering from cancer, Alzheimer’s, Parkinson’s, muscular dystrophy, hemophilia, thalassemia or any other disease and have become permanently disabled will also be included in this list. Members having a permanent house and paying income tax will be excluded from this.
This annual limit was Rs 36,000. Now it will be Rs 50,000. Those having more than one hectare of land and whose any member is in government, semi-government or private job will be removed from the BPL list.
An oath and declaration will be taken from the head of each family on plain paper that his family does not have a permanent house to live in. His family does not pay income tax and the annual income of his family from all sources does not exceed Rs 50,000. His family does not have more than one hectare of land.
No member of his family is in a government or semi-government or private job. If a member of a BPL family applies to the Gram Panchayat to register his name as a separate family, then in that case such new family will not be included in the BPL list for the next 3 years.
