Punjab Assembly unanimously passes resolution against deployment of CISF on BBMB projects

Chandigarh, July 11: The Punjab Assembly unanimously passed a resolution against the deployment of Central Industrial Security Force (CISF) on the hydroelectric projects of Bhakra Beas Management Board (BBMB). The resolution said that Punjab Police is fully capable of providing security and the deployment of CISF will put an annual financial burden of Rs 49.32.

The resolution said that Punjab Police is fully capable of providing security and the deployment of CISF will put an annual financial burden of Rs 49.32 crore on the state.

Water Resources Minister presented the proposal, objected to the decision of the Center

This proposal was presented by Water Resources Minister Barinder Kumar Goyal. It said that the deployment of CISF in the security of BBMB was recommended by the Central Government, but Punjab registered its protest by writing letters on May 27 and July 4, 2025. Despite this, BBMB is going ahead with the deployment of CISF.

Congress government had approved, Mann government withdrew consent

In October 2021, the Congress government had given consent for the deployment of CISF. However, Chief Minister Bhagwant Mann’s cabinet withdrew this consent on 7 July 2025 and it was brought in the assembly as a resolution.

The proposal said that Punjab Police has been protecting BBMB for the last 70 years and no major incident has taken place during this period. Punjab Police is fully trained in local geography, technology and border security.

The proposal also stated that CISF deployment is being planned by BBMB, while Punjab had reiterated its objections in the recent meeting as well. The state also lodged protest in the July 4 meeting of BBMB.

CISF will increase security expenditure, local police will be more effective

The proposal said that the current security system is effective and economical. Deployment of CISF will put unnecessary financial burden on Punjab and partner states. Punjab already protects dams near the international border like Ranjit Sagar and Shahpur Kandi, which are more sensitive than BBMB.

Chief Minister’s blunt statement on water issue too

Two days ago, Chief Minister Bhagwant Mann made it clear that Punjab does not have any excess water from BBMB projects that can be given to any other state. He said that most of the blocks of Punjab are in a state of excessive water-exploitation and the water level is extremely critical.

Next meeting on SYL canal dispute in August

According to the Jal Shakti Ministry, the Chief Ministers of Punjab and Haryana will meet once again in early August to find an amicable solution to the SYL canal dispute.

Session called for the second time in the year

Earlier, a session was held on the issue of BBMB. This is the second time this year that a special session is being called by the Punjab Vidhan Sabha. Earlier, in the month of April, when there was a dispute between Punjab and Haryana over the sharing of Bhakra water, the government had called an all-party meeting on May 2.

After this, a special session was held on May 5, in which everyone agreed in favor of the government. Now a session is being called on the issue of sacrilege. However, even before this, when the budget session of Parliament was held, the Punjab government had demanded from the central government that a strict law should be made in this regard.
