Punjab’s healthcare system has undergone a major transformation with the rapid expansion of hi-tech ambulance services across the state. What began as a focused attempt to reduce emergency response time has now become one of Punjab’s most impactful public health interventions. With a fleet that has now risen to 371 ambulances, the state has set a new benchmark in emergency medical response, particularly in regions where access to healthcare has long been a challenge.
Since the launch of the upgraded ambulance network, the Punjab government has mandated strict response times: 15 minutes in urban areas and 20 minutes in rural regions. These targets reflect an ambitious approach, especially in a state where traffic congestion, narrow roads, and remote settlements often delay medical assistance. Despite these challenges, the system has performed impressively. Between January and July 2024, more than one lakh patients were transported safely to hospitals through these ambulances. This included 10,737 heart patients and 28,540 pregnant women. In several cases, the ambulances themselves became mobile delivery rooms, with 80 babies delivered safely during transit.
A major boost to this system came in July 2024 when Chief Minister Bhagwant Singh Mann flagged off 58 new hi-tech ambulances in Chandigarh. The addition continued in June 2025 with the induction of 46 more ambulances, further strengthening the state’s emergency response infrastructure. These vehicles, equipped with life-saving drugs and advanced medical equipment, have significantly increased the system’s capabilities. The government estimates that a total of 325 hi-tech ambulances have been deployed to modernise emergency healthcare and improve accessibility for citizens.

Many regions of Punjab are dotted with rural settlements that face long travel distances to reach the nearest medical facility. With trained paramedics and modern equipment on board, immediate medical care begins as soon as the ambulance reaches the patient. This early intervention often proves critical in stabilising patients before they reach the hospital.
These ambulances are also GPS-enabled, allowing real-time tracking. This feature plays a crucial role in reducing response times. Control rooms can monitor ambulance movement and identify the nearest available unit during an emergency. GPS data also helps ambulance drivers navigate traffic more efficiently, especially in heavily congested cities like Ludhiana and Amritsar. The integration of technology has made the service more coordinated, predictable, and transparent.
The ambulances operate in close coordination with the Sadak Surkhya Force and the 108 emergency helpline. The helpline functions as a central node where citizens can call for assistance at any time of the day. Once a call is registered, the control room immediately dispatches the nearest ambulance. This system has streamlined emergency response and ensured that help reaches patients without delay. The combination of technology, trained staff, and efficient logistics has contributed to a more reliable and accessible emergency medical network.
At the launch of the new ambulance fleet in 2024, Punjab Health Minister Balbir Singh said that the state’s goal is to make healthcare more accessible and equitable. The improved ambulance network is a critical part of this vision. Chief Minister Mann, while emphasising the speed and effectiveness of the service, said that the ambulances are designed to reach patients within the mandated 15 and 20 minute windows. He added that the ambulances have been equipped with ultra modern medical tools to ensure that patients receive primary treatment on the way to the hospital, increasing the chances of survival in critical situations.
The fleet expansion has already shown measurable benefits. The prompt response capacity has improved outcomes in cardiac emergencies, maternal health cases, and trauma situations. For heart patients, timely intervention can mean the difference between life and death. For pregnant women, safe transport to a facility can prevent complications. In several cases, paramedics have provided essential care that stabilised patients before they reached the hospital.
Punjab’s investment in emergency medical infrastructure is also shaping a broader narrative of public welfare. The state has not only increased the number of ambulances but also improved the quality of services delivered. The combination of trained staff, upgraded equipment, real-time monitoring, and improved response coordination has strengthened public confidence in the healthcare system.
