A petition has been filed in the Punjab and Haryana High Court seeking a CBI probe into the suicide of senior IPS officer Y Puran Kumar. The High Court asked the petitioner under what circumstances the investigation can be handed over to central agencies. Ludhiana resident petitioner Naveen Kumar’s lawyer Vineet Kumar Sharma argued that an officer who was investigating has also committed suicide, which has shaken society.
He said that when senior officers are committing suicide and dozens of IAS and IPS officers are facing allegations of harassment, then it is a serious matter. The investigation should not be limited to the direct causes of suicide, but the institutional environment in which the officer was working should also be investigated. It is a matter of determining whether the officer who committed suicide was affected by administrative pressure, discrimination, harassment, and mistreatment.
In such a situation, an impartial investigation should be conducted by a central agency. The Chief Justice asked what was so suspicious in this case that the investigation should be handed over to the CBI.
The lawyer appearing for the government told the court that an SIT has been formed for the investigation, which is being led by an IG rank IPS officer. This team includes three other IPS officers and three DSPs, and the investigation is being carried out by a 14-member team.
The government also said that the FIR was registered on October 9, while the petition was filed on October 13. The petitioner is a resident of Ludhiana who has reached the court only after reading the news. The bench headed by Chief Justice Sheen Lagoo has adjourned the hearing till October 31, asking the petitioner’s lawyer to refer to the guidelines and decisions set by the Supreme Court.
