    In a remarkable demonstration of international law-enforcement coordination, Indian and Thai agencies successfully tracked and detained fugitive brothers Saurabh and Gaurav Luthra, who fled India after the tragic fire at their nightclub, Birch by Romeo Lane in Goa, which claimed 25 lives. The brothers were apprehended in Phuket, Thailand, following a meticulously executed cross-border intelligence operation.

    Authorities credited rapid intelligence sharing, real-time coordination, and strong diplomatic support for the successful operation.     Flight, Escape, and Early Intelligence Leads

    The Luthra brothers reportedly booked a flight to Phuket just hours after the devastating incident on December 6, 2025. Authorities immediately suspected that they were attempting to evade Indian law. A Look-Out Circular (LOC) was issued at all international airports, and an Interpol Blue Corner Notice was requested to track their movement overseas.

    The Goa Police, in coordination with the Central Bureau of Investigation (CBI), worked closely with Indian diplomatic missions in Bangkok and Phuket. Thai law enforcement agencies were briefed in real time, enabling swift identification of the brothers’ location at a luxury resort in Kathu, Phuket. They were detained by the Royal Thai Police late Thursday evening without any incident.

    Legal Measures to Prevent Further Flight

    Even before their detention, the Ministry of External Affairs (MEA) had acted to suspend and impound the brothers’ passports. This preemptive legal step ensured that the fugitives could not move further and reinforced India’s case for extradition.

    Reports indicate that the Luthra brothers had sought anticipatory bail in Delhi courts, arguing that they were abroad for work purposes and willing to cooperate with authorities. The court, however, refused interim protection from arrest, reinforcing the seriousness of the charges.

    Extradition and Repatriation Plans

    Once in Thai custody, Indian officials began the process of extradition under the India-Thailand bilateral treaty of 2015, which allows for the surrender of fugitives for prosecution in India. Authorities confirmed that all legal formalities for deportation are being expedited so that the Luthra brothers can face charges in connection with the Goa nightclub tragedy.

    The extradition process is expected to be completed in the coming days, given the strong cooperation and pre-arranged diplomatic channels between both countries.

    Back home, investigations into the Birch by Romeo Lane fire continue. Preliminary reports suggest flagrant safety lapses, including blocked exits and lack of fire safety certifications, contributed to the high casualty count. Goa authorities have already initiated demolition of illegal structures associated with the club and have detained several employees for questioning.

    Officials have emphasized that while the brothers’ arrest is a critical milestone, the broader investigation will continue to ensure accountabilities for all responsible parties.
