    Manoj Sinha Forms High-Level Committee to Develop SOPs for Bovine Transportation

    Jammu and Kashmir:Β  Lieutenant Governor Manoj Sinha on Friday ordered the formation of a high-level committee to formulate comprehensive Standard Operating Procedures (SOPs) to regulate the transportation of bovine animals across the Union Territory.

    According to the order issued by the General Administration Department, the committee will review existing laws and frameworks and prepare detailed SOPs for the transportation of bovine animals by vehicle as well as on foot.

    Documentation and Verification Procedures to be Established

    The panel will also establish verification procedures for documents such as permits and health certificates during inspections.

    In addition, standard procedures will be suggested to ensure animal welfare, strengthen coordination between departments, and prevent illegal transportation, ensuring smooth and smooth transportation of legitimate animals.

    The committee will also suggest technology-based measures to improve transparency and monitoring.

    Decision amid attacks and confusion

    This step comes at a time when incidents of attacks by cow protection groups on people transporting cattle for breeding and dairy purposes have increased in Jammu and Kashmir.

    These people are often mistaken for those involved in cow slaughter.

    Once the SOP is ready, legal cattle transportation will be possible without any risk.

    Benefits to the Bakarwal community

    Once legal transportation is ensured, police protection will also be provided to those with the appropriate permits.

    Currently, there is considerable confusion as permits issued in one district are not recognized in another.

    It is worth noting that the Bakarwal community, a nomadic herding community, moves with their cattle between Jammu and Kashmir every year. Therefore, the new SOP will prove beneficial to hundreds of families whose livelihoods depend on animal husbandry.
