37 Maoists surrender before Telangana DGP

Hyderabad: In yet another blow to the banned CPI (Maoist), 37 underground cadres, including three State Committee Members, surrendered before the Telangana Police on Saturday.

Seven cadres also handed over eight firearms, including one AK-47 rifle, two SLRs, four .303 rifles and one G3 rifle, along with 343 live rounds of various calibres.

Three State Committee Members (SCM) — Koyyada Sambaiah alias Azad, Appasi Narayana alias Ramesh of the Telangana State Committee, and Muchaki Somada alias Erra of the Dandakarnya Special Zonal Committee (DKSZC) — were among the Maoists who surrendered before Director General of Police B. Shivadhar Reddy.

Three Divisional Committee Members (DVCM), nine Area Committee Members (ACMs) and 22 party members of the banned CPI (Maoist) also joined the mainstream.

Pressure, Ideological Rift, and Internal Conflicts Cited as Key Reasons

Citing sustained pressure from security forces, ideological divergences, and internal rifts within the leadership and various formations of the CPI (Maoist), the cadres decided to dissociate themselves from the organisation.

The DGP told the media that this mass surrender follows Chief Minister A. Revanth Reddy’s appeal on October 21 urging Maoist members to return to the mainstream and participate in the state’s development and welfare initiatives.

The police chief said the decision reflects a “positive and pragmatic step” by the cadres to move away from extremism, prioritise their families, and reintegrate into society under the Telangana Government’s rehabilitation measures.

Rewards Distributed, Over ₹1.41 Crore Handed Out

The surrendered Maoists were given the cash rewards previously declared on their heads.

    • Each SCM carried a reward of ₹20 lakh

    • Each DVCM carried ₹5 lakh

    • Each ACM carried ₹4 lakh

    • Every party member carried ₹1 lakh

Additional rewards were sanctioned for those surrendering with firearms, as per MHA guidelines:

    • ₹4 lakh for an AK-47

    • ₹2 lakh for an SLR

    • ₹1 lakh for a .303 rifle

    • ₹5,000 for a 410 Muskat rifle

In total, ₹1,41,05,000 was handed over individually through cheques/demand drafts. The cadres will also receive further rehabilitation benefits from the state government.

CPI (Maoist) Weakening as Surrenders Rise in 2025

Terming the development a “significant moral victory” for Telangana’s holistic anti-Maoist strategy, the DGP said 465 underground cadres have surrendered in 2025 alone, including:

    • 2 Central Committee Members (CCMs)

    • 11 State Committee Members (SCMs)

    • 2 Divisional Committee Secretaries (DVCS)

    • 11 Divisional Committee Members (DVCMs)

    • 44 Area Committee Members (ACMs)

The DGP noted that the CPI (Maoist) is facing an acute decline in strength, mobility, and support, compounded by internal factionalism, ideological confusion, and organisational mistrust.

Telangana Police Urge Remaining Cadres to Surrender

The DGP reiterated his appeal to all remaining underground cadres native to Telangana to renounce violence and return to the mainstream.

He said the state is committed to helping them rebuild their lives with dignity, security, and full support under the rehabilitation programme.
