Expansion of medical education and health facilities to improve doctor-population ratio in Haryana

Chandigarh: Haryana Health Minister Arti Singh Rao informed the Assembly on Friday that the government is establishing new medical colleges to improve the doctor-population ratio, thereby increasing MBBS seats. This initiative is being implemented in both the public and private sectors.

Improvement in MBBS seats and doctor-population ratio

The minister said that in 2014, there were only 700 MBBS seats in Haryana, which has now increased to 2,710 seats. He said that according to 2018 data from the Ministry of Health and Family Welfare, the doctor-population ratio at that time was one doctor per 1,000 people.

According to data from the Haryana Medical Council as of December 16, 2025, when only allopathic doctors are included, the ratio in the state is one doctor per 1,225 people. If Ayurveda, Unani, and Homeopathy (AUH) doctors are also included, the ratio increases to one doctor per 819 people.

Expansion of Health Infrastructure Across the State

The Health Minister also informed that the number of district civil hospitals and sub-administrative hospitals has increased from 56 in 2014 to 74, while the number of community health centers (CHCs) has increased from 109 to 122.

The Minister also stated that under the leadership of Chief Minister Nayab Singh Saini, dialysis services are being provided free of charge in government hospitals. Furthermore, the economically weaker sections are receiving free treatment up to ₹5 lakh under the Ayushman Bharat Scheme.

Government Priority: Accessible and Affordable Healthcare

Arti Singh Rao reiterated that the Haryana Government considers healthcare a fundamental right. Affordable and accessible healthcare is being ensured near people’s homes.

Citing the National Health Policy 2017 and the Indian Public Health Standards, she stated that standards for the population-to-hospital bed ratio have been established.

According to these standards, the government health and medical education sector should have at least 1 hospital bed per 1,000 people, while including ESIC and private hospitals, the number should be 2 beds per 1,000 people.
