Monitoring will now take place from the field, not just through files; ‘Mission Clean Punjab’ launched

The Punjab Government has launched Mission Clean Punjab, a new initiative aimed at strengthening sanitation and cleanliness management across urban areas of the state. Launching the technology-driven campaign, Punjab Local Government Minister Harjot Singh Bains announced that all Municipal Corporation and Municipal Council officials will be required to conduct field inspections of sanitation services every day from 7:00 a.m. to 8:00 a.m. The government’s objective is to enhance on-ground monitoring and make cities cleaner, more attractive, and better equipped with civic amenities.

While inaugurating the campaign at the department’s headquarters, Harjot Singh Bains reviewed the first day’s progress through video calls with field officers. He stated that the initiative would be driven by an Artificial Intelligence (AI)-enabled mobile application, surprise inspections, and weekly sanitation progress reports to ensure effective implementation and measurable results.

Under the campaign, each Urban Local Body (ULB) will be divided into 10-kilometre zones, with every zone assigned to a designated monitoring officer, such as an Additional Deputy Commissioner (ADC), Municipal Commissioner, Joint Commissioner, or Executive Officer (EO).

All designated officers will be required to conduct field visits daily between 7:00 a.m. and 8:00 a.m. The Local Government Minister also announced that he would personally conduct surprise inspections across Punjab. Monitoring officers will be required to submit daily reports, and no task will be left unattended or overlooked.

Emphasizing the seriousness of the initiative, Bains said that Mission Clean Punjab is not a one-time special drive but a daily commitment to combating poor sanitation. “Every officer will be in the field from 7:00 a.m. onward. No excuses will be accepted,” he said. He further directed that all officers must carry smartphones with functional cameras and internet connectivity to facilitate real-time monitoring and reporting.

The minister added that Punjab Chief Minister Bhagwant Singh Mann will personally monitor the campaign. Officials may receive calls from either the Chief Minister or the minister at any time to review progress and ensure accountability.

Bains noted that while he was at the headquarters on the launch day, he could be conducting surprise inspections the next day in cities such as Mohali, Amritsar, Bathinda, Fazilka, or Jaito. He explained that the AI-based application would track the campaign’s progress in real time, while officers would remain available through video calls and be subject to inspections without prior notice.

The minister clarified that the campaign’s goal is to deliver visible and documented results rather than merely maintaining records. He stated that everyone involved from sanitation workers to Municipal Commissioners would be present on streets and in neighborhoods so that residents could directly witness improvements at the ground level.

“If results are not visible despite these efforts, citizens can contact us directly,” he said. Reaffirming the government’s commitment, Bains emphasized that Mission Clean Punjab is being implemented under the directions of Chief Minister Bhagwant Singh Mann to ensure that every city and town in Punjab becomes cleaner, healthier, and more pleasant for its residents.
