Govt introduces Annual FASTag Pass for non-commercial vehicles from August 15

New Delhi, August 12: The Ministry of Road Transport and Highways (MoRTH) has announced a significant amendment to the National Highway Fees (Fixation and Collection of Rates) Rules, 2008, introducing an annual FASTag pass for non-commercial vehicles, including cars, jeeps and vans.

The new provision, introduced vide Gazette Notification No. G.S.R. 388(E) dated June 17, 2025, will come into effect from August 15, 2025, and allows private vehicle owners to opt for an annual toll pass enabling 200 toll-plaza crossings or a validity of one year, whichever is earlier, on a one-time payment of ₹3,000.

The amendment adds sub-rule 3(B) under rule 9 of the existing toll rules and is aimed at streamlining the toll collection process while providing convenience to frequent highway commuters. The Ministry clarified that the annual amount is subject to revision as per Rule 5 of the National Highways Fee Rules, 2008 on April 1 every year.

MoRTH has directed all the authorities managing National Highways (NH) and National Expressways (NE) to implement this facility in all the concerned toll plazas by the effective date.

Further, the Ministry has classified this change as a “change in law” for any contractual obligations in BOT (Toll), TOT, and InvIT projects whose due date for bidding was before the gazette notification date.
