New Delhi: The five-day Budget session of the newly elected Bharatiya Janata Party (BJP) government will commence at 11 a.m. today, starting with a ceremonial offering of kheer, as reported by officials.
On the first day of the session, a report from the Comptroller and Auditor General (CAG) regarding the Delhi Transport Corporation for 2024 is expected to be presented, though there is no confirmation about the economic survey being tabled today.
The government has welcomed representatives from various communities, including farmers and traders, who have been invited to contribute suggestions for the Budget. The session will begin with a Question Hour, followed by Special Mention (Rule-280), allowing MLAs to address issues related to their constituencies and general public concerns with the Chair’s permission.
On Tuesday, Chief Minister Rekha Gupta, who also oversees the Finance portfolio, will present the BJP’s first Budget, presumably titled “Viksit Delhi.” This budget is anticipated to emphasize infrastructure development, Yamuna river cleaning, air pollution control, and improvements in health and education, alongside financial provisions for the promised monthly allowance of ₹2,500 for women made during the election campaign.
A general discussion regarding the financial allocations and policy initiatives will take place on March 26, and the Assembly will deliberate and vote on the Budget on March 27. Speaker Vijender Gupta noted that the session will extend until March 28, dedicated to various legislative matters.
The Budget Session is a significant aspect of the legislative calendar, where crucial financial and policy discussions occur. Each session day will feature a Question Hour, and on the final day, MLAs can introduce and debate their governance and public welfare proposals.
Speaker Gupta highlighted the importance of maintaining decorum for a successful session. According to BJP leaders, the Budget for 2025-26 incorporates input from the people of Delhi, with CM Gupta stating they received 3,303 suggestions via email and 6,982 through WhatsApp.
The Budget will address essential aspects of daily life, such as water and electricity supply, women’s empowerment, water logging solutions, Yamuna cleaning, air pollution, education, health, employment, and infrastructure improvements, aligning with Prime Minister Narendra Modi’s vision for a developed Delhi.
In addition to the Budget, the Assembly will address the CAG report on DTC, entitled “Functioning of the Delhi Transport Corporation,” alongside previously postponed CAG reports related to health infrastructure and excise policies. The BJP, ahead of the February 8 Assembly elections, had promised to present 14 such long-pending reports from 2017-2018, accusing the former AAP government of not disclosing them to conceal irregularities.
The last Delhi Budget, presented by the Aam Aadmi Party (AAP) government in March of the previous year, allocated ₹76,000 crore and was themed “Ram Rajya.”
