Delhi EV Policy 2026: New EV policy approved for Delhi, to come into effect from July 1; here are major changes

The Delhi government approved the new Electric Vehicle (EV) policy on Monday. Speaking at a press conference held at the Secretariat, the Chief Minister stated that this policy marks a significant step towards addressing Delhi’s long-standing challenges related to pollution and transportation. She informed that, following the Lieutenant Governor’s approval, the policy would come into effect on July 1 and remain valid until August 31, 2031.

    Estimated benefits worth ₹15,000 crore
The Chief Minister stated that the new EV policy is expected to provide benefits worth approximately ₹15,000 crore to the general public. The government has increased subsidies and incentives across various categories of electric vehicles to encourage greater adoption. She noted that the policy covers two-wheelers, four-wheelers, three-wheelers, trucks, and rural transport vehicles.

Policy draft sent to the Lieutenant Governor
Initiating the press conference, Education Minister Ashish Sood explained that the Group of Ministers presented the draft of the new EV policy to the Chief Minister on Monday, after which the Cabinet granted its approval. He mentioned that multiple rounds of consultations with various stakeholders were held before finalizing the policy. Transport Department Secretary Niharika stated that, following the Cabinet’s approval, the policy draft has been forwarded to the Lieutenant Governor.

    Incentives for electric three-wheelers
She expressed hope that his approval would also be received by Tuesday. Under the new policy, incentives ranging from ₹30,000 to ₹50,000 will be provided for electric three-wheelers. A scrapping incentive of ₹1 lakh will be offered for the purchase of electric trucks, and ₹20,000 for rural service vehicles.

The government has also decided to phase out the registration of conventional fuel-powered vehicles. Under this plan, starting January 1, 2027, new three-wheelers, and from April 2028, new two-wheelers, will be registered exclusively as electric vehicles. Charging infrastructure will be developed.

The Chief Minister stated that charging infrastructure would be developed on a large scale in public places. Additionally, arrangements will be made—in collaboration with DISCOMs—to provide separate meters for EV charging in homes. He noted that electric vehicles purchased under this policy cannot be resold outside Delhi for a period of three years.

Environment Minister Manjinder Singh Sirsa remarked that the new EV policy would help reduce air pollution in the capital. Meanwhile, Health Minister Dr. Pankaj Kumar Singh urged the public to adopt the policy, noting that the Transport Department had put in extensive effort to formulate it and that it would yield positive results. The Transport Department has been designated as the nodal agency for the implementation of this policy.
