FIR against Pahalgam hotel over 23 foreign guests

The Jammu and Kashmir Police have registered a First Information Report (FIR) against a hotel in Pahalgam for allegedly failing to report the stay of 23 foreign nationals, including a majority of British citizens, in violation of mandatory legal provisions.

Violation detected during routine checking

According to officials, thecame to light during a routine inspection conducted by police in the Dehwatoo area of Pahalgam in Anantnag district. During the checking, authorities found that 23 foreign tourists had checked into a hotel in the Laddi area on March 22.

Out of these, 19 were reportedly British nationals. The presence of such a large number of foreign guests without proper documentation raised serious concerns among the authorities.

Failure to submit mandatory Form ‘C’

Police stated that the hotel management failed to inform the local police station about the stay of the foreign nationals and did not submit the mandatory ‘Form C’, which is required under Indian law for tracking foreign visitors.

Form ‘C’ is a crucial document that hotels and guest houses must submit online to notify authorities about foreign guests. This system helps security agencies monitor the movement and stay of foreign nationals, particularly in sensitive regions like Jammu and Kashmir.

FIR registered under relevant laws

Following the violation, an FIR was registered at Police Station Pahalgam under relevant sections of the Foreigners and Immigration laws.

Police officials said the hotel’s failure to comply with reporting norms amounted to a breach of established security protocols. Authorities have launched a detailed investigation into the matter to determine whether the lapse was intentional or due to negligence.

Security concerns in sensitive region

Jammu and Kashmir, especially tourist destinations like Pahalgam, is considered a sensitive area from a security standpoint. Authorities maintain strict monitoring mechanisms for foreign nationals to ensure safety and prevent any misuse of tourism channels.

Officials emphasised that non-compliance with such rules can pose potential security risks and undermine surveillance systems put in place to safeguard the region.

Police issue strict warning to hoteliers

The District Police Anantnag has urged all hotel owners and tourism operators to strictly adhere to legal requirements while accommodating foreign guests.

They warned that failure to comply with mandatory reporting norms would invite strict legal action. The police also reiterated the importance of cooperation from the hospitality sector in maintaining law and order.

Tourism and compliance go hand in hand

With tourism gradually reviving in Jammu and Kashmir, authorities are keen to ensure that all stakeholders follow rules and contribute to a safe environment for visitors.

Officials said that while promoting tourism remains a priority, compliance with security regulations is equally essential.
