PM Modi Announces Strict Anti-Paper Leak Bill; Legislation Likely in Parliament Next Week

New Delhi: Prime Minister Narendra Modi on Thursday announced that the Central government has prepared a comprehensive draft Bill to introduce stricter provisions and tougher punishments for examination paper leak cases.

The proposed legislation will be discussed in the Union Cabinet meeting on Friday and is expected to be introduced in Parliament during the ongoing session next week.

Taking to his official X account, PM Modi said, “More strict actions against paper leaks to come in tomorrow’s Cabinet!”

Bill Aims for Harsher Punishments, Fast-Track Trials

Addressing concerns among students and parents affected by examination irregularities, PM Modi said the government understands the distress caused by paper leaks and has already taken several measures against those responsible.

The Prime Minister said the proposed law will focus on ensuring accountability and protecting the future of millions of examination aspirants.

Sources said the legislation may include the following:

• Stricter penalties for those involved in paper leaks.
• Fast-track special courts for quicker trials.
• Stronger accountability measures for individuals and institutions involved in examination malpractice.

22 Lakh Students Appeared for Exams Without Delay

Highlighting the government’s efforts to ensure smooth examinations, PM Modi said all available resources were used to conduct exams for nearly 22 lakh students without postponement.

He added that results were declared on July 19, and successful candidates across the country have started moving ahead with their academic and career plans.

The Prime Minister stressed that the government would continue working to strengthen the examination system and would not stop after taking initial measures.

Bill Expected to Be Passed During Parliament Session

PM Modi said the proposal would be finalised after discussions with Cabinet colleagues and would be brought before Parliament at the earliest.

“As the second week of the Parliamentary session begins on Monday, we will strive to have the Bill passed in the House as quickly as possible,” he said.

The move comes amid increasing concerns over repeated paper leaks in major entrance and recruitment examinations, which have affected the careers of lakhs of students.

The proposed anti-paper leak legislation is expected to become a key step towards improving transparency, preventing examination fraud and restoring confidence among aspirants preparing for competitive exams.
