New Delhi: Prime Minister Narendra Modi on Sunday said that BRICS is not a bloc against anyone and underlined the need for the Global South to become a rule-maker, while proposing a 10-point roadmap for global governance and calling for reforms in the United Nations Security Council (UNSC).
Addressing global leaders at the 18th BRICS Summit at Bharat Mandapam in New Delhi, PM Modi stressed the need to transform the “pyramid of privilege” into a “platform of partnership”, where every country has a stake and is able to raise its voice.
For this, the Prime Minister said the focus must be on three key areas — representation, responsiveness and rule-making.
“I would like to state that reform of the UN Security Council can no longer be postponed,” PM Modi said, adding that negotiations on the issue must be linked to a definite timeframe and clear outcomes.
He also said that voting power, leadership positions and policy priorities within financial institutions must align with present-day economic realities.
Modi Calls For Emergency Support Network For Seafarers
PM Modi also called for keeping sea routes safe for seafarers and highlighted their critical contribution to global trade.
He proposed the establishment of a ‘Seafarers’ Emergency Support Network’.
His remarks come in the context of recent attacks on merchant vessels in the Strait of Hormuz since the beginning of the US-Iran war.
“The third point I wish to raise concerns rule-making. Ensuring equal participation in defining future global rules is crucial. Domains such as AI, cyberspace, outer space, biotechnology, and critical technologies are not only shaping future opportunities but also defining future rules,” he said.
“We must strive to transform the Global South from a ‘rule-taker’ into a ‘rule-shaper.’ Through BRICS, we can equip young diplomats and policymakers from Global South nations with negotiation skills, practical training, and legal expertise,” he added.

In his message, PM Modi said the Global South should become a rule-maker and added that India was ready to take the lead in this endeavour.
He said India’s message through hosting the BRICS Summit was clear: if the future is shared, then the right to shape it must also be shared.
The Prime Minister’s remarks came as India hosted the 18th BRICS Summit in New Delhi, with leaders and senior representatives from BRICS member countries participating in the high-level gathering.
