Portugal Activates EU Civil Protection Mechanism as Heatwave Triggers Wildfire Risk

Lisbon: Portuguese Prime Minister Luis Montenegro has announced that Portugal will activate the European Civil Protection Mechanism and bilateral cooperation agreements with Spain and Morocco in response to an intense heatwave that has sharply increased the risk of wildfires across the country.

“We decided, at this point, to activate the European Civil Protection Mechanism and also the bilateral agreements with Spain and Morocco,” Montenegro said on Friday (local time), stressing that the move is precautionary and that national firefighting capacity has not yet been exhausted.

He said the decision has been taken to ensure faster response capability and to avoid overburdening regional firefighting units, as multiple areas face simultaneous fire threats.

Rising Temperatures Push Fire Risk to Critical Levels

Authorities said the prolonged heatwave has dried vegetation and significantly increased the likelihood of rapid fire spread, especially in rural and forested regions. Twelve of Portugal’s 18 mainland districts are currently under red alert, with nearly the entire mainland facing elevated wildfire risk.

Officials warned that the combination of high temperatures, low humidity and strong winds has created conditions where even small sparks could trigger fast-moving wildfires.

Impact on Local Communities

The extreme weather conditions have raised concerns for local communities, particularly in rural and forest-adjacent areas where residents face increased risk of evacuation, property damage and disruption to daily life.

Authorities said the activation of the EU mechanism is aimed at ensuring additional firefighting aircraft, personnel and resources can be quickly deployed if conditions worsen, helping protect lives, homes and critical infrastructure.

EU Emergency System Activated as Preventive Measure

The European Civil Protection Mechanism allows EU member states and partner countries to request coordinated international assistance during large-scale emergencies or when national resources are stretched.

Officials said Portugal’s decision is preventive in nature, intended to strengthen preparedness before wildfires reach uncontrollable levels.

Wildfires Escalate in Spain’s Catalonia Region

Meanwhile, a major wildfire in Spain’s northeastern Catalonia region remains out of control, with around 2,300 hectares of land burned in Girona province.

Nearly 10,000 residents have been evacuated or told to remain indoors as a precaution, while several roads have been closed. No casualties have been reported so far.

Strong winds have further complicated firefighting efforts, causing secondary fires and rapid spread toward nearby forest areas.

Large-Scale Firefighting Operation Underway

More than 400 firefighters, supported by helicopters and aircraft, are battling the blaze. Spain’s Military Emergency Unit has also deployed 200 soldiers and 60 vehicles to assist containment efforts.

Officials said the fire may have exceeded local containment capacity in some zones, with priority now focused on limiting spread and ensuring civilian safety.

Arson Investigation Underway

Spanish authorities have detained a worker on suspicion of arson after preliminary reports suggested the fire may have been triggered by machinery used during road construction. Investigations are ongoing.
