PSPCL Introduces VDS to Regularise Unauthorised Additional Load of Agricultural Tubewells

Patiala: Punjab State Power Corporation Limited (PSPCL) has introduced a Voluntary Disclosure Scheme (VDS) for regularisation of unauthorised additional load of Agricultural Power (AP) tubewell consumers. The scheme will remain in force for 45 days from October 1, 2026.

Under the directions of Punjab Chief Minister Bhagwant Singh Mann, PSPCL management has issued Commercial Circular No. 37/2026, according to which the scheme will be applicable to agricultural tubewell consumers existing up to May 29, 2026. Under the scheme, consumers will be able to regularise the unauthorised additional load on their connections as per the prescribed procedure.

As per the circular, the Service Connection Charges for regularisation of additional load under the scheme have been fixed at Rs 2,500 per horsepower, compared to the normal rate of Rs 6,572 per horsepower before the scheme.

Similarly, the security amount has been fixed at Rs 200 per horsepower, against the earlier normal rate of Rs 400 per horsepower.

Consumers Can Remove or Regularise Unauthorised Load

As per the orders issued, consumers may either remove the unauthorised load from their agricultural tubewell connections or regularise it under the VDS by depositing the required amount.

For self-declaration, the consumer will have to fill the prescribed Form 1. If the process is carried out through any other representative of the consumer, the representative will also have to submit an undertaking as per Form 2.

Under the scheme, field officers and enforcement teams will inspect agricultural consumers’ connections to verify the connected load and assist consumers in correctly assessing the unauthorised load.

During the VDS period, no penalty or load surcharge will be imposed on unauthorised load detected during inspection or voluntarily declared by the consumer.

Capacity Augmentation Cases on First-Come, First-Served Basis

PSPCL has appealed to farmers to avail themselves of the VDS during the stipulated 45-day period and get the unauthorised additional load on their agricultural tubewell connections regularised as per the prescribed rules.

Cases related to capacity augmentation will be processed on a first-come, first-served basis.

In addition, if augmentation of the service line, cable or transformer capacity is required for regularisation of the additional load, the work will be carried out by PSPCL at its own cost.
