Punjab, Haryana Form Secy‑Level Panel to Resolve SYL Dispute

Punjab Chief Minister Bhagwant Mann and Haryana Chief Minister Nayab Singh Saini agreed to establish a joint secretary‑level committee to further deliberate on the long‑standing Sutlej‑Yamuna Link (SYL) water sharing dispute. The decision was taken during a meeting in Chandigarh aimed at finding an amicable resolution through sustained dialogue.

    Background of the SYL Dispute

The SYL canal dispute dates back decades, involving disagreements between Punjab and Haryana over river water sharing and the completion of the canal. Despite multiple rounds of talks since 2020 the first under a previous Punjab government the states have struggled to reach a consensus. The matter is also slated for Supreme Court hearings in April 2026, adding legal urgency to the negotiations.

    Details of the Secretary‑Level Committee

The panel will consist of senior secretary‑level officials from both states who will meet every 10‑15 day and report developments to their respective chief secretaries. Following these discussions, outcomes will be relayed back to the chief ministers for further guidance.

At a joint media briefing, both leaders stressed that officers’ deliberations will form the basis for future ministerial and political decisions, with an emphasis on constructive outcomes rather than confrontation.

    Political Context and Water Concerns

Punjab reiterated that it does not have surplus water to share but expressed willingness to help Haryana as a “brother” state while protecting its own water interests in light of declining groundwater levels. Haryana, meanwhile, insisted on implementing the Supreme Court’s orders on water sharing and canal construction.

The dispute remains emotive and politically sensitive, with both sides asserting the need to safeguard rights and resources while pursuing dialogue.
