The campaign aims to protect children and pedestrians from stray dogs that have become a threat to public safety. The move comes amid a sharp rise in dog bite incidents across Punjab.
Earlier, on March 10, 2026, the Punjab and Chandigarh Human Rights Commission had taken suo motu notice of the matter and sought reports from municipal corporations and the health department regarding dog bite cases.
The commission expressed concern after reports revealed 3.34 lakh dog bite cases in Punjab during 2025. In 2026 alone, over 50,000 cases have already been reported within the first five months.

The commission, led by Justice Sant Prakash and Justice Gurbir Singh, had also warned that compensation claims in such cases could put a financial burden of more than Rs 2,000 crore on the Punjab government.
According to Punjab Health Department data, dog bite cases in the state have nearly tripled over the past five years, rising from 1.10 lakh cases in 2020 to a record 3.34 lakh cases in 2025.
