Punjab Launches ‘Mission Clean’: Officials to Join Daily Cleanliness Drive, Minister to Monitor Attendance

The Aam Aadmi Party (AAP) government in Punjab has launched Mission Clean Punjab. Under this, ministers and senior officers will go out on the streets for an hour in the morning to supervise cleaning. The state’s Local Government Minister, Harjot Bains, provided this information.

He said that a war room has been set up at the head office for this purpose. In cities, all commissioners, joint commissioners, ADCs, and EOs will have to go out into the field. After this, rankings will be done every week to see how each city has performed in cleanliness.

Minister Bains also checked the attendance of all municipal commissioners and executive officers (EOs) of municipal councils in the state through video conferencing (VC) on Monday morning.

Minister Harjot Bains learned the ground reality of the campaign: –

When the minister connected Dr. Neeru Katyal Gupta, Commissioner of Ludhiana Municipal Corporation, through video conferencing, she was at that time inspecting the cleanliness arrangements near the bus stand.
Zonal commissioners of all four zones of Ludhiana also in the field: Commissioner Dr. Gupta informed the minister that the zonal commissioners of all four zones of Ludhiana are also in the field at this time and are reviewing the cleanliness arrangements in different parts of the city. Minister Bains clarified that guidelines about this campaign had already been issued to all heads, which are now being strictly followed.

Ministers will check attendance through VC daily, will personally go to the ground: Minister Harjot Singh Bains said that he will check the field attendance of officers via video conferencing daily from 7 to 8 in the morning. Not only that, he himself, along with senior officials of the local body department, will go to the field and check the location of the officers. The purpose of this exercise is to keep the cities clean.

Officers’ responsibilities defined in Ludhiana: To implement this campaign, the Ludhiana Municipal Corporation has prepared a strategy. A large and comprehensive cleanliness drive is being launched in the city, under which the entire city has been divided into stretches of 10 kilometers each. To ensure cleanliness arrangements in each 10-kilometer area, a nodal officer has been assigned responsibility.

It will be the direct responsibility of the concerned officer: Municipal Commissioner Neeru Katyal stated that it will be the direct responsibility of the officers to remove roadside debris (routine waste) in their designated areas daily, immediately clear sewer blockages, and ensure complete cleanliness of garbage and waste from streets and vacant plots.
Commissioners instructed to keep a strict watch in their respective zones: Joint Commissioner Vineet Kumar has been appointed overall in-charge to monitor this entire arrangement and maintain coordination among the departments. Meanwhile, zonal commissioners have been instructed to keep a strict watch in their respective zones.

Focus on Budha Dariya and low-lying areas

Along with the cleanliness campaign, the municipal corporation is also concentrating fully on preparations for the upcoming monsoon. Commissioner Dr. Neeru Katyal Gupta stated that advanced arrangements are being made to ensure that people in the city do not face waterlogging or sewerage problems during the rainy days.

Special attention is being given to the low-lying areas of the city and the areas around Budha Dariya, so that situations like flooding or water overflow can be managed. Strict instructions have been given to the officials of the concerned wing to complete the cleaning of all drainage and sewer lines before the monsoon.

Negligence will not be tolerated, a surprise visit can happen at any time.

Municipal Commissioner Dr. Gupta has warned the officials to focus on ground reports rather than paperwork. She made it clear that in the coming days she herself and other senior officers of the corporation will conduct surprise inspections in different parts of the city. The Commissioner said:

No laxity or negligence will be tolerated at any level regarding cleanliness. If any deficiency, dirt, or sewer blockage is found in the 10 km area allotted to any officer, strict disciplinary action will be taken against them, and that officer will be held directly responsible.
