The investigation into Punjab’s high-profile urea scam has intensified. Khanna SSP Dr. Darpan Ahluwalia has constituted a five-member Special Investigation Team (SIT) to probe the matter. The team comprises one SP, three DSPs, and one SHO. Police teams are conducting continuous raids to apprehend the accused.

This action follows an FIR registered based on a complaint by an Agriculture Development Officer. The case pertains to urea used at the cattle feed plant of the Punjab State Cooperative Milk Producers’ Federation (Verka) located in Bhattiyan (Khanna).

Agriculture Department raided the cattle feed plant on June 17

On June 17, a team from the Agriculture Department raided the cattle feed plant. During the inspection, 1,340 bags of urea were seized; the stock had been declared as ‘technical-grade urea.’ Suspecting foul play, the department collected three samples and sent them to the fertilizer testing laboratory.

The lab report confirmed the presence of neem oil in all three samples. This revealed that the material was not technical-grade urea but rather neem-coated agricultural-grade urea—a product supplied to farmers by the government at subsidized rates. Under regulations, technical-grade urea does not contain neem oil.

According to the FIR, subsidized agricultural urea was allegedly repackaged into bags labeled as technical-grade urea and supplied to the cattle feed plant. The complaint alleges that this method was used to misuse government subsidies for private financial gain, causing a loss of crores of rupees to the exchequer.

Allegations of collusion against officials, including the cattle feed plant’s General Manager

The FIR accuses the cattle feed plant’s General Manager, Surjit Singh Bhadaur, along with other responsible officials and the owners of the supplying companies—M/s Indo Organics (Gidderbaha) and M/s Manisha Trading Company (New Delhi)—of executing this alleged conspiracy through mutual collusion. Probe into Urea Procurement and Tender Process

The police have registered a case under the Fertilizer (Control) Order, 1985, the Essential Commodities Act, 1955, and Sections 318(4) and 61(2) of the Bharatiya Nyaya Sanhita (BNS), 2023, along with other relevant sections. According to police officials, a Special Investigation Team (SIT) has been constituted to investigate every aspect of the matter. This will involve a detailed examination of urea procurement, the tender process, the supply chain, documentation, and financial transactions.
