Questions raised about the pace of the PM Awas Yojana, millions of homes still incomplete

Chandigarh: Recent government data presented in Parliament during the Haryana Assembly’s budget session regarding the progress of the Pradhan Mantri Awas Yojana has raised new questions about the scheme’s pace. In response to a question asked by Congress MP from Ambala, Varun Chaudhary, in the Lok Sabha, the government stated that millions of approved homes across the country remain incomplete, despite the target of providing a permanent home to every family by 2022.

Scheme data from 2015

According to government data, approximately 125.15 lakh homes have been approved across the country so far under the Pradhan Mantri Awas Yojana (Urban), which was implemented on June 25, 2015. Of these, only 97.30 lakh homes have been completed and handed over to beneficiaries, while approximately 28 lakh homes are still under construction or incomplete.

Large Gap Between Budget and Expenditure

Considering the financial aspect of the scheme, a significant gap has emerged between the budget allocation and actual expenditure. A budget of ₹30,171 crore was set for the year 2024-25, but actual expenditure was only ₹6,595 crore. Similarly, an expenditure of ₹6,773 crore was recorded in 2025-26. The failure to spend a large portion of the budget raises questions about the pace of implementation of the scheme.

Slow Pace in Haryana Also

The progress of the scheme appears to be relatively slow in Haryana as well. In the state with a population of approximately 3 crore, 132,989 houses have been approved over the past 11 years. Of these, 59,669 houses have not been completed to date. Consequently, on average, only about 6,600 families have received homes each year. Varun Chaudhary says that this number is far too low for the state’s needs and that the scheme needs to be implemented at a faster pace so that more families in need can get permanent homes.

Detailed information was sought in Parliament

MP Varun Chaudhary asked in Parliament about the budget estimates and actual expenditure details under the Pradhan Mantri Awas Yojana (Urban) and PMAY-U 2.0, along with the number of eligible families identified under the scheme in Haryana, the number of houses completed so far, and the date of the final survey.

On behalf of the government, Minister of State for Housing and Urban Affairs Tokhan Sahu shared data related to the scheme, but did not clarify the deadline for providing permanent homes to all eligible families. Consequently, the question arises as to whether the millions of unfinished houses will be completed quickly in the coming years.
