New Delhi: President of the Russian Federation Vladimir Putin will pay a State visit to India from December 4–5, 2025, following an invitation from Prime Minister Narendra Modi. During the visit, the two leaders will meet in New Delhi for the 23rd India–Russia Annual Summit, the principal forum for reviewing the entire spectrum of bilateral relations.
High-Level Talks and Ceremonial Engagements
President Putin and Prime Minister Modi are expected to engage in comprehensive discussions covering defence cooperation, energy collaboration, strategic ties, and key regional and international issues. The Annual Summit mechanism, established in 2000, continues to serve as the highest-level channel of dialogue between the two countries.
As part of the State Visit, President Putin will receive a formal welcome from the President of India. A State banquet in his honour will be hosted at Rashtrapati Bhavan, reflecting the importance India attaches to its long-standing partnership with Russia.
Strengthening the Strategic Partnership
According to the Ministry of External Affairs (MEA), the visit will be a pivotal opportunity to further strengthen the “Special and Privileged Strategic Partnership” between India and Russia. Both sides will review ongoing cooperation across sectors and exchange perspectives on major regional and global developments. Official talks between President Putin and Prime Minister Modi will form the core of the visit.
Annual India–Russia Summit Framework
Russia remains among India’s most reliable and enduring international partners, and nurturing this relationship continues to be a central pillar of India’s foreign policy. The Annual Summit between the Indian Prime Minister and the Russian President represents the highest structured dialogue within this strategic partnership, with 22 editions held so far on a rotational basis between the two nations.
The most recent Summit took place in Moscow on July 8–9, 2024. Following the meeting, the two sides issued a Joint Statement titled “India–Russia: Enduring and Expanding Partnership”, reaffirming their shared commitment to deepening cooperation across diverse domains.
