    Sanjeev Arora announces End of NOC Requirement for Power Connections in Punjab

    Chandigarh: In a significant policy shift, Punjab Power Minister Sanjeev Arora announced on November 18, 2025, that the Punjab State Power Corporation Limited (PSPCL) will now grant electricity connections without requiring a No Objection Certificate (NOC) from local authorities, a move aimed at streamlining and accelerating access to power for citizens.

    Arora framed the decision as a “pro-people reform” consistent with the vision of AAP national convenor Arvind Kejriwal and Chief Minister Bhagwant Singh Mann, highlighting that the new system will eliminate bureaucratic delays caused by municipal corporations, urban development authorities, and other local bodies previously tasked with issuing NOCs, building plan approvals, or regularisation certificates. 

    Under the revised guidelines, the process will be governed by the Supply Code 2024. Instead of NOCs, applicants will now submit a mandatory undertaking stating that their power connection may be disconnected should the premises later be declared illegal or unauthorised. 

    To cover potential future dismantling costs, customers will also be asked to deposit a security amount equal to the service connection charges, on top of the usual fees.

    Arora said this carefully balanced approach protects public convenience while maintaining essential safety safeguards. He emphasized that the scheme will be rolled out with uniform implementation across the state, bolstered by simpler application forms, digitalised records, and a commitment to faster service delivery. 

    As part of the reforms, PSPCL will also drop the requirement for test reports from licensed electrical contractors for low-tension (LT) connections up to 50 kW. In their place, applicants will make a simple declaration through the online application — further reducing red tape.

    Overall, the changes mark a clear attempt by the Punjab government to make basic electricity connections more accessible, especially for households burdened by administrative hurdles.
