New Delhi: The Election Commission of India (ECI) said on Sunday that the enumeration phase under the Special Intensive Revision (SIR) – Phase III has started in Odisha, Mizoram, Sikkim and Manipur.

An official said in a statement that the enumeration process in these four states began on Saturday.

BLOs Begin House-to-House Enumeration Drive

During the enumeration phase of SIR, Booth Level Officers (BLOs) are conducting house-to-house visits and distributing enumeration forms to all existing electors.

The ECI said electors may submit the duly filled forms either through BLOs or online.

To ensure maximum coverage, BLOs will visit every household for distribution, collection, and verification of forms.

Deadline and Electoral Roll Inclusion Process

“Electors whose Enumeration Forms are received by the Electoral Registration Officer (ERO) on or before June 28, 2026, will be included in the Draft Electoral Rolls,” the ECI said.

Those unable to submit forms by the deadline can apply through Form-6 along with the prescribed Declaration Form during the claims and objections period, it added.

Political Party Participation and SIR Objective

To ensure wider participation, Booth Level Agents (BLAs) of recognised political parties can collect up to 50 forms per day and submit them to BLOs before draft publication.

The Commission said the main objective of SIR is to ensure that no eligible citizen is left out while no ineligible person is included in the electoral roll.

It also urged citizens to cooperate with election officials during the ongoing house-to-house verification process.
