SIR Phase II: ECI Completes 100% EF Distribution in 7 States

The Election Commission of India (ECI), under Special Intensive Revision (SIR) Phase II, has successfully achieved 100% distribution of elector-specific Enumeration Forms (EFs) in seven of the twelve participating States and Union Territories. This marks a critical milestone in the nationwide effort to update and verify voter lists ahead of upcoming elections. Across all 12 regions, the overall distribution rate has climbed to nearly 99.90–99.95%, ensuring that almost all eligible voters have received their forms. The initiative is aimed at improving the accuracy, inclusivity, and transparency of the electoral process in India.

Over 50.58 crore (nearly 99.2%) forms digitised.

SIR Phase II was launched to correct discrepancies such as duplicate entries, missing voters, and records of deceased individuals, while also accounting for voters who have permanently relocated. This intensive campaign ensures that the electoral rolls are updated, complete, and reliable across the country.

States and UTs with Full Distribution

The seven States and Union Territories that have reported complete EF distribution include Lakshadweep, Goa, Andaman & Nicobar Islands, and Rajasthan  with the exception of the 193-Anta assembly constituency, where revision had to be deferred temporarily. Other regions such as Madhya Pradesh, Chhattisgarh, and Puducherry have achieved near-complete coverage, with distribution rates exceeding 99.9%.

Officials highlighted that smaller UTs and States were able to complete distribution faster due to their limited geographical area and smaller elector populations, while larger States with millions of voters required more extensive coordination among election officials.

Digitisation of Enumeration Forms

Alongside distribution, the ECI is digitising the returned EFs to streamline the voter-roll updating process. Nationwide, 96.48% of distributed forms have been digitised, enabling quicker verification, correction, and compilation of final voter lists. Smaller regions like Lakshadweep and Rajasthan have almost completed digitisation, while larger States such as Uttar Pradesh and Madhya Pradesh are still processing due to the volume of forms.

Digitisation also helps identify demographic inconsistencies, duplicates, and errors more efficiently. This step ensures that the updated voter lists reflect accurate elector details, contributing to transparent and fair elections.

Next Steps and Timeline

The enumeration phase of SIR Phase II began on November 4, 2025, and is scheduled to continue until December 11, 2025. After all forms are received and digitised, verification teams will cross-check entries and make necessary corrections. The updated electoral rolls will then be finalised and published, providing accurate and reliable data for voters and election authorities.

This process also addresses issues such as voters who have relocated permanently, deceased voters, and duplicate entries, helping to strengthen the integrity of India’s electoral system. ECI officials have emphasized that continuous voter education and awareness campaigns are crucial to ensure every eligible voter participates in the process.
