Soaring Investment in Punjab: HPCL to Make Major Investment; Job Opportunities to Rise

Chief Minister Bhagwant Singh Mann has achieved significant success in positioning Punjab as a new hub for investment and industrial development. Hindustan Petroleum Corporation Limited (HPCL), a leading national energy company, has announced plans for substantial investments in Punjab’s refinery, biofuel, and biogas sectors.

This investment is expected not only to accelerate industrial activity in the state but also to create thousands of new job opportunities. The Punjab government believes this initiative will play a pivotal role in advancing the state towards green energy, sustainable development, and economic strength, while directly benefiting farmers and the youth.

During a meeting with HPCL Chairman Vikas Kaushal, Chief Minister Bhagwant Singh Mann highlighted Punjab’s robust infrastructure, strategic location, investor-friendly policies, and transparent governance factors that have helped establish the state as the most attractive investment destination in North India.

At the meeting, HPCL-Mittal Energy Limited also announced plans to further expand its operations in Punjab, including projects in the biofuel and biogas sectors. These projects are expected to generate employment, strengthen the rural economy, boost industrial growth, and provide sustainable solutions for managing agricultural residue.

During the meeting, Chief Minister Bhagwant Singh Mann presented Punjab as the preferred investment destination in North India. He highlighted the state’s geographical location, seamless connectivity to the National Capital Region (NCR) and major ports, robust industrial clusters, uninterrupted quality power supply, a skilled workforce, and a framework of progressive policies. Chief Minister Bhagwant Singh Mann apprised the HPCL delegation of Punjab’s administrative and regulatory reforms, including the ‘Fast Track Punjab’ single-window system offering over 173 Government-to-Business (G2B) services, auto-deemed approvals, a PAN-based business identifier, and amendments to the ‘Punjab Right to Business Act’ that facilitate timely composite clearances.

Speaking on the occasion, Chief Minister Bhagwant Singh Mann said, “The Punjab Government’s vision is crystal clear. We aim to make Punjab a preferred destination for global industries by ensuring policy stability, expediting decision-making, and providing a governance system that respects the time and trust of investors.”

Chief Minister Bhagwant Singh Mann reiterated the Punjab Government’s firm commitment to encouraging investment and creating a conducive environment for industries. He stated, “It is highly encouraging that HPCL has shown keen interest in investing in key sectors like refineries and biogas in Punjab. These investments will bring immense benefits to the state. Beyond significantly boosting economic activity, these projects will open up new employment avenues for the youth of Punjab.”

Chief Minister Bhagwant Singh Mann further added, “It is a matter of satisfaction that HPCL-Mittal Energy Limited is expanding its operations in Bathinda by leveraging 2G technology. This venture holds immense potential to strengthen the biofuel sector while producing valuable products from agricultural residue.”

He further noted that the company is in the process of setting up ten biogas plants across Punjab, five of which are already operational. Chief Minister Bhagwant Singh Mann said, “These biogas projects will prove instrumental in ensuring the effective management of agricultural residue in the state. This will not only help address environmental concerns but also yield substantial benefits for farmers.”

Assuring the HPCL delegation of full support, Chief Minister Bhagwant Singh Mann stated that the Punjab Government remains steadfast in its commitment to attracting investment and facilitating industrial expansion. Chief Minister Bhagwant Singh Mann asserted, “Investors are true patriots who serve the nation by making significant investments, creating jobs for the youth, and ushering in an era of unprecedented progress and prosperity. The Punjab government stands like a rock behind every investor willing to contribute to the state’s development.”

He further assured the delegation that the business climate in Punjab has undergone a complete transformation. Chief Minister Bhagwant Singh Mann stated, “There was a time when investors had to face unnecessary hurdles and illegitimate demands. Today, the Punjab government works solely for the welfare of Punjab and its people and is committed to ensuring a transparent, investor-friendly environment.”
