State Staff Selection Commission to recruit on 300 posts of JOA IT

The state government has approved the creation of a separate state cadre for Junior Office Assistants (IT), or JOAs (IT). Their recruitment process will be uniform and inter-departmental transfers will be possible. The government has created 300 job trainee positions in this IT cadre. These positions will be filled through the Himachal Pradesh State Selection Commission, as per the applicable reservation roster.

The Recruiting Directorate will act as the controlling authority for this cadre. The daily supervision, performance evaluation, and attendance monitoring of these employees will be under the control of the department heads where they are posted. The cadre seniority will be established by the Recruiting Directorate based on the general principles of seniority followed by the government.

A government spokesperson stated that the government will formulate recruitment and administrative arrangements and standard operating procedures in consultation with advisory departments. This process will define the roles of the appointing, controlling, and disciplinary authorities, as well as the procedures for recommendation, appointment, and reporting channels, before issuing advertisements to fill these positions.

A centralized Human Resource Management Information System will also be developed through the NIC to monitor cadre numbers, appointments, and service records in real time. This system will not only ensure timely deployment of manpower in various departments but also provide better employment opportunities to youth in a transparent and efficient manner.
