New Delhi: The Supreme Court on Tuesday observed that it was a “100% case of dismissal” while hearing the second bail plea of suspended Punjab Police Deputy Inspector General (DIG) Harcharan Singh Bhullar, who was arrested by the Central Bureau of Investigation (CBI) in October last year in a corruption case.
A bench comprising Chief Justice of India Surya Kant and Justices Joymalya Bagchi and V Mohana deferred the matter for four weeks. The court indicated that it would consider Bhullar’s bail plea after key material witnesses are examined.
“It’s a 100% case of dismissal! Do you want dismissal now or later?” Chief Justice Surya Kant remarked during the hearing.
Bhullar’s counsel told the court that while some statements had been recorded, the complainant and other material witnesses were yet to be examined in court.
Bhullar Challenges High Court Bail Rejection
Bhullar approached the Supreme Court challenging the Punjab and Haryana High Court’s August 10 decision rejecting his second bail plea.
The High Court had observed that the allegations in the FIR, recorded conversations, verification report and trap proceedings prima facie indicated a case of demand and collection of illegal gratification through co-accused Krishanu Sharda. It also noted concerns regarding the possibility of influencing or intimidating witnesses.
The Supreme Court had earlier declined to entertain Bhullar’s bail plea on April 10 and granted him liberty to approach the High Court if trial proceedings did not begin within two months.
CBI Bribery Case And ₹5 Lakh Trap
The CBI case stems from a complaint alleging that Bhullar, who was then posted as DIG of the Ropar Range, demanded illegal gratification through a private intermediary, Krishanu Sharda, in exchange for favourable treatment in an FIR registered at Sirhind police station.
According to the CBI case, the agency laid a trap in Chandigarh on October 16, 2025, during which Sharda was allegedly caught accepting ₹5 lakh from the complainant as part of the demanded bribe. Bhullar was arrested the same day.
The CBI subsequently filed its chargesheet in December 2025. Charges were framed against Bhullar in the corruption case in July 2026, paving the way for the trial.
The allegations against Bhullar remain subject to trial and judicial determination.
