    UCC to Be Implemented in All 21 NDA-Ruled States Before 2029: Amit Shah

    Mumbai: The Uniform Civil Code (UCC) will be implemented in all 21 states governed by the BJP-led National Democratic Alliance (NDA) before 2029, Union Home Minister Amit Shah said while addressing a press conference in Mumbai on Sunday.

    Shah also spoke about the government’s policy of zero tolerance towards terrorism, saying that operations including surgical strikes, air strikes and Operation Sindoor have established India’s firm approach towards terrorism. He added that security has been prioritised across various sectors.

    Modi Government Addresses Three Long-Standing Issues

    Shah said the Modi government is working on the principle of “India First” and highlighted what he described as major achievements of the government.

    He said India has moved from being counted among the “Fragile Five” economies to the top five, while recent first-quarter data showed the country recording a GDP growth rate of 7.8 per cent among major economies.

    Shah also said Indian languages have begun receiving greater recognition since independence.

    According to Shah, the government has addressed three long-standing issues — Article 370, Naxalism and the situation in the Northeast — which he said had posed challenges to the country’s internal security for nearly five decades.

    He also criticised previous Congress governments, alleging that national politics before 2014 was affected by corruption, casteism and dynastic politics.

    Talking about Prime Minister Narendra Modi’s vision of “Viksit Bharat”, Shah said the Prime Minister has inspired citizens to work towards building a developed India by August 15, 2047.

    BJP, Allies to Launch Seva Sankalp Abhiyan

    Shah announced that the BJP and its allies will launch a nationwide “Seva Sankalp Abhiyan” from September 17 to October 17 to mark Prime Minister Modi’s 25 years of public service.

    He said the campaign will highlight the journey of the past 25 years, its objectives and achievements, while also presenting the organisation’s vision for the future.

    According to Shah, the campaign aims to make service a way of life and transform the organisation into a vehicle for public participation and public welfare.

    What Is the Uniform Civil Code?

    The Uniform Civil Code refers to a common set of civil laws governing personal matters such as marriage, divorce, inheritance and related issues, irrespective of religion.

    The idea of a uniform legal framework has historical roots in colonial India. The 1835 Law Commission report recommended uniformity in the codification of laws dealing with areas such as crimes, evidence and contracts, while personal laws relating to Hindus and Muslims were kept outside its proposed codification.

    After Independence, the debate over codifying personal laws continued. The B.N. Rau Committee, constituted in 1941, examined the codification of Hindu personal laws and contributed to the development of the Hindu Code Bill.

    Supporters of the UCC argue that a common framework can promote equality and simplify laws governing personal matters. The issue has also remained a subject of political and legal debate because India’s personal laws have historically differed across religious communities.

    Shah’s latest announcement sets a political target for the implementation of the UCC across all 21 NDA-governed states before 2029.
