    UP Cabinet may clear 27 proposals; rules for staff

    The Uttar Pradesh government, led by Chief Minister Yogi Adityanath, is scheduled to hold an important cabinet meeting in Lucknow on Tuesday where around 27 proposals are expected to be discussed and approved. Several key decisions related to governance, infrastructure, and administrative reforms are likely to be taken during the meeting.

    Officials said the proposals come from multiple departments including transport, housing and urban planning, infrastructure and industrial development, finance, energy, social welfare, higher education, irrigation, and food and civil supplies.

    The meeting is expected to focus on measures aimed at strengthening government functioning and promoting investment and development across the state.

    Tougher rules proposed for government employees

    One of the most significant proposals likely to come before the cabinet involves stricter rules for state government employees regarding financial transactions and investments. The government is planning amendments to the Uttar Pradesh Government Servants Conduct Rules, 1956 to increase transparency and curb corruption.

    Under the proposed changes, government employees may be required to inform authorities if they invest more than six months’ basic salary in stocks, shares or other investments within a calendar year. This provision does not exist in the current rules.

    The government believes that stricter disclosure norms will help monitor large financial transactions and ensure greater accountability among public servants.

    Mandatory disclosure of property details

    Another key proposal under consideration is related to property declarations by government employees. If approved, employees will have to declare their immovable properties at the time of their first appointment and then submit updated details every year.

    Currently, the rules require such declarations only once every five years. The proposed change aims to enhance transparency and help the government track the assets of its employees more effectively.

    Additionally, employees will need to inform authorities immediately if they carry out transactions involving movable property worth more than two months’ basic salary. Earlier, disclosure was required for transactions exceeding one month’s salary.

    These changes are being proposed by the state’s personnel department as part of broader administrative reforms.

    Infrastructure and policy decisions also likely

    Apart from administrative reforms, the cabinet may also consider several development and infrastructure proposals. One such proposal involves the construction of a four-lane bridge over the Ganga River to connect Trans Ganga City in Unnao with Kanpur city.

    The project is expected to improve connectivity and support industrial growth in the region by easing transportation between the two cities.

    The cabinet may also discuss amendments to the Uttar Pradesh Higher Judicial Service rules and modifications to the Textile and Garmenting Policy 2022 to attract more investment and boost employment in the textile sector.

    Other proposals from departments such as dairy development, handloom industry, mining, and irrigation are also expected to be placed before the cabinet.

    Focus on governance and economic growth

    Officials say the cabinet meeting is part of the state government’s ongoing efforts to strengthen governance, improve administrative transparency, and accelerate development projects across Uttar Pradesh.

    With multiple departments presenting proposals, the meeting is expected to result in decisions that could influence investment, infrastructure expansion, and administrative reforms in the state.

    If approved, the proposed measures related to employee conduct and financial disclosures could significantly change the compliance requirements for thousands of state government employees.
