Lucknow: The Uttar Pradesh Cabinet approved a proposal on Wednesday to establish the UP Rozgar Mission, aimed at creating employment opportunities for the state’s youth both within India and abroad.

The decision was made during a cabinet meeting chaired by Chief Minister Yogi Adityanath.

State Labour and Employment Minister Anil Rajbhar informed reporters that the mission will help the state bypass third-party recruitment agencies. It aims to send 25,000 to 30,000 unemployed youth abroad and generate about one lakh jobs within the private sector in India over the course of a year.

Previously, Rajbhar explained, the Uttar Pradesh government depended on external agencies with Recruitment Agencies (RA) to send workers abroad. With the new mission, the state intends to establish its own RA, allowing it to directly facilitate overseas placements—especially in sectors like nursing, paramedics, skilled labor, driving, domestic work, and other manpower-heavy roles. Rajbhar highlighted the increasing global demand for Indian manpower as a driving factor behind this initiative.

Labour Regulation Amendments for Women
The cabinet also approved amendments to labour laws to boost women’s participation in factory work. Women were previously barred from working in 29 hazardous industry categories; restrictions were lifted for four industries last December.

Current Employment Figures and Future Goals
At present, only about 5% of factories in UP employ women, and excluding Noida, this drops to roughly 1%. The government intends to revise these outdated norms, considering technological advancements and the push for women’s empowerment.

Rajbhar emphasized that these measures are vital for Uttar Pradesh’s broader goal of becoming a $1 trillion economy. He described the decisions as a significant step toward economic transformation and social empowerment in the state.
