Akal Takht Directs Punjab Government to Amend Sacrilege Law Within One Month

Sri Akal Takht Sahib has ordered the Aam Aadmi Party (AAP) government of Punjab to amend the sacrilege law Jagat Jyot Sri Guru Granth Sahib Reception (Amendment) Act-2026 within a month. During the hearing held on Monday (June 29), Akal Takht Jathedar Kuldeep Singh Gadgaj raised 6 objections to the law.

He said that there is no objection to the government making a law to punish those who commit sacrilege, but the assembly cannot decide on matters related to Sikh vocabulary, decorum and creed. Till then, this law should be put on hold. The Jathedar asked 2 questions. During this time, the MLAs admitted that they agreed to the law without reading it.

Before the hearing, the Jathedar also played two videos of Chief Minister Bhagwant Mann. All the Sikh ministers and MLAs of AAP reached the Akal Takht barefoot with a written explanation for the appearance. Congress, Akali Dal and Independent MLAs were also present in the hearing.

First question: Akal Takht Jathedar Kuldeep Singh Gadgaj narrated 2 statements of CM Bhagwant Mann. In which he is saying that if the person who committed sacrilege is mentally ill, then his parents or custodian will be punished. He asked the AAP ministers and MLAs whether this is written in the law.

Agriculture Minister Gurmeet Khuridya could not make any clear statement. On this, MLA Inderbir Singh Nijjar said that this hearing should not be telecast live, it is a sensitive issue. On this, the Akal Takht Jathedar said that the CM had asked to telecast every action live. For this, the Akal Takht was also challenged.

Second question: Akal Takht Jathedar Kuldeep Singh Gadgaj said that the government should make its own laws, there is no objection to the Akal Takht, but if any law is made for Sikhs, then the opinion of the Sikhs should be taken in it. If you had to research that law, you would have called us too. Did you get any opinion from the Shiromani Committee for the research that you have done in the law? On this, AAP MLA Inderveer Nijjar said that when suggestions were sought, the SGPC was called. Nijjar said that no letter was sent by the committee. I don’t know about the government. Congress MLA Pratap Bajwa said that I had raised the demand in the House about this. The Speaker did not agree. AAP MLA Jagroop Singh said that the law was approved. But I didn’t read. Akali MLA Ganiv Kaur said that they (AAP) insult when they speak. MLA Kulwant Singh said that he did not read the law.

Jathedar objected

The Jathedar said that our objection is that the law says Swaroop instead of Beed. Sri Guru Granth Sahib Ji is called Beed. The form is also our own word. The assembly has tried to change the Sikh terminology. The Assembly does not have the right to decide the Sikh terminology. There is no objection to the form being associated with beed.
Custodian item should be removed: Custodian means handler. Who has been given Guru Granth Sahib. It is not your right to decide the term custodian. This is the right of Sri Akal Takht Sahib. The cult will decide who to give form, whom not to give. The custodian item should be removed.
Objection to Unique Numbers: Create a register for formats, it already exists. There is an objection to the use of a unique number of Guru Granth Sahib. It is written in the non-Sikh Maryada that Gurmata does not assemble the sect. You can send suggestions for unique numbers, can’t order. Only the cult can make this decision. Here the government went technically wrong. It said that releasing the record of Sri Guru Granth Sahib on the website is not acceptable.
Objection to fixing the duties of the custodian: There is an objection to fixing the duties and responsibilities of the custodian. The custodian will be responsible for protecting him. The Assembly will not decide how to keep the Guru Granth Sahib. It is the right of the sect to decide. It is not your right. You would have suggested that the Akal Takht should do this.
Objection to punishment: The government has the right to punish the person who commits sacrilege. But what is written in the law is that apart from sacrilege, what is written in it and for whom it is mentioned, it should be clarified. The Akal Takht has objections to the item punishing the custodian.
Why the law does not mention the accident situation: In this, you did not write that if an accident occurred, the Guru Granth Sahib would not become a case property. Akal Takht Sahib has ordered Akal Takht Sahib to remove the objections raised by him within a month.

At the same time, Jathedar Kuldeep Singh Gadgaj, who reached the Akal Takht before the hearing, said-

Akal Takht Jathedar Giani Kuldeep Singh Gadgaj said, “For a long time, the 2008 law was amended without the consent of the Khalsa Panth and bypassing the Sikh institutions. The government has come between the Guru and the Sikh through the law. The government interfered in our religion. Interfered in the authority of the Akal Takht, called the Sikh MLA and the cabinet about this.

The Akal Takht says that the government did not take formal advice from Sikh religious institutions and the Akal Takht before enacting the law. For this reason, a law has been made with life imprisonment and a fine of up to Rs 50 lakh. Mann said at village Chandbaja in Faridkot on Sunday that the Akali Dal was opposing the new sacrilege law because it would have to answer for its past deeds. Mann said that despite the opposition, his government was committed to implementing the law in the interest of the people.
