Buzz Surrounding Local Body Elections in Punjab

The political atmosphere in Punjab is currently charged due to the ongoing local body elections. Following the scrutiny of nomination papers yesterday—May 18—today marks the deadline for the withdrawal of nominations.

Currently, 10,809 candidates remain in the fray for Punjab’s local body polls, with political parties vying to give each other a fierce contest, particularly within the municipal councils. The State Election Commission has reported that, as of now, 2,154 candidates have filed nominations for municipal corporations, 7,334 for municipal councils, and 1,321 for Nagar Panchayats.

However, the greatest intensity and competition are being witnessed in the municipal council elections. Election symbols are scheduled to be allotted to the candidates today itself. Polling is slated for May 26. In these elections, the Congress, the BJP, the Aam Aadmi Party (AAP), and the Shiromani Akali Dal have fielded their respective candidates.

Since the Punjab Assembly elections are scheduled for 2027, these local body polls are being widely viewed as a “semifinal.” Consequently, considerable internal tussling was observed regarding the allocation of tickets and candidacies.

As tickets were distributed, instances of rebellion surfaced, leading to a rise in the number of independent candidates. The moment the election schedule is officially announced, the Model Code of Conduct will come into force in the respective constituencies. Meanwhile, a phase of mutual allegations and counter-allegations has already begun.

The BJP has alleged that its candidates are being subjected to intimidation. Citing violations of electoral norms during the polls for the Mudki Council in Ferozepur, the Punjab BJP has demanded that the election be annulled. The party claims that candidates are being coerced and prevented from filing their nominations, alleging that supporters of the Aam Aadmi Party have physically attacked them.

An FIR regarding this matter was also registered on May 17. Complaints regarding these alleged violations of electoral rules have also been filed in the High Court. One specific complaint concerns the deletion of the names of thousands of residents—hailing from areas newly incorporated into Kharar—from the voter lists.

The High Court has stayed the elections for the Kharar Municipal Council and has directed that the polls be conducted only after a revised voter list has been prepared. In Fazilka, a case involving a BJP candidate defecting to the Aam Aadmi Party within the Municipal Council has taken an intriguing turn. In Ward 23, when Surinderpal Singh quit the AAP to join the BJP, a case of illegal mining was registered against him.

However, such occurrences are commonplace during election periods. It is hoped that, true to the nature of the people of Punjab, the civic body elections will conclude peacefully. Whichever party gains the upper hand can begin to harbor optimistic dreams regarding its prospects in the upcoming Assembly elections.

Prior to this, the Congress party held a dominant position within these municipal corporations and councils. It now remains to be seen which party manages to enhance its public image in the current civic body elections. Consequently, that party could feel more confident about its electoral fortunes in the Assembly elections scheduled for next year. Every election possesses its own distinct character, and one cannot accurately predict the outcomes of the subsequent Assembly or Lok Sabha elections based solely on the results of any single poll.

Local issues are expected to dominate these elections—specifically, matters concerning sanitation, water supply, street lighting, and the equitable distribution of grants and resources. Additionally, personal rivalries often surface during these polls; however, as the electoral focus shifts toward the upcoming Assembly elections, the public’s priorities and demands are bound to change.

It has frequently been observed that while one political party may hold representation within the municipal bodies, a leader from a different party ends up representing that very same constituency in the State Assembly. Therefore, it is impossible to state with absolute certainty whether or not these elections serve as a definitive “semifinal.” Nevertheless, they can certainly be regarded as a dress rehearsal
