DIG Bhullar case: Inspector was appointed caretaker of Ludhiana farmhouse, fled after Chandigarh raid

Ludhiana, Punjab: Following the arrest of suspended Punjab Police DIG Harcharan Singh Bhullar in a bribery case, new revelations are emerging daily. Bhullar employed a Punjab Police sub-inspector (SI) as caretaker at his farmhouse in Mand Sherian village, Ludhiana. This sub-inspector was also responsible for the care of Bhullar’s 55 acres of land adjacent to the farmhouse.

On October 16th, the day the CBI first raided Bhullar’s house in Chandigarh, this sub-inspector packed his belongings and disappeared from his farmhouse. According to locals, he also loaded some belongings into a small truck as he left. Where did this sub-inspector go? No one knows for sure.

When the CBI team arrived at the farmhouse on October 24th to conduct a search, they found nothing. The CCTV cameras and their DVRs were also missing. The CBI team suspects that evidence may have been destroyed.

Who Was the Uniformed Caretaker?

Illegible: Dilbag Singh, posted there for a year: The residents of Mand Sherian are reluctant to speak on camera. However, off camera, they revealed that a man named Dilbag used to live at the farmhouse, claiming to be a sub-inspector with the police department. He had been living there for a year. He claimed the DIG had appointed him as a caretaker.

Managed Bhullar’s Farming Operations: Villagers said that he used to get all the farming work done on Inspector Bhullar’s 55 acres of land. He was responsible for everything from sowing the crops to selling them. He used to call himself a close friend of Bhullar and said the DIG had ordered him not to leave the premises.

Oversaw 20 Shops on Machhiwara-Ropar Road: According to villagers, Bhullar owned around 20 shops in the market on the Machhiwara-Ropar Road. The CBI has obtained documents related to this. It was also revealed that Bhullar had assigned the responsibility of rent collection to his caretaker, Dilbag.

Evidence Missing After CBI Raids

Two Transformers Installed for Personal Use: Bhullar is accused of misusing his position as DIG. He installed two transformers outside his farmhouse to ensure uninterrupted power supply to the rural area. Both transformers were connected to separate feeders to avoid simultaneous power outages, even though rural areas typically receive only eight hours of electricity per day.

Caretaker Fled After Chandigarh Raid: On October 16th, when the CBI first raided Bhullar’s house in Sector 40, Chandigarh, the team found ₹7.5 crore in cash, 2.5 kg of gold, 26 luxury watches, weapons, and documents for over 50 properties. According to villagers, Dilbag packed up his belongings and fled the farmhouse after receiving the news. He loaded the items into a small truck and left.

Nothing Found in Later Raid: On October 24th, the CBI raided Bhullar’s farmhouse in Mand Sherian, Machhiwara, but found no one there. Several items were missing from the property, raising suspicions that evidence might have been removed or stolen.

CBI officials reportedly visited the village that day and inquired about the farmhouse’s previous occupants, learning that it had indeed been managed by a caretaker.
