Goa SIR Row: 88 of 97 Excluded Voters Submit Form 6, 3 Hold Portuguese Passports, Says CEO

Panaji: The Goa Chief Electoral Officer’s office on Thursday provided an updated status of the 97 voters whose names were not included in the final electoral roll, saying that 88 have submitted Form 6 applications seeking inclusion.

The clarification comes amid questions raised by Opposition parties over the omission of the 97 voters during the electoral roll revision exercise.

According to the latest status shared by the CEO’s office, the cases have been examined individually and the prescribed process is being followed to determine the status of the affected electors.

    88 of 97 Voters Submit Form 6

The Goa CEO’s office said in a post on X that 88 Form 6 applications have been submitted in connection with the 97 cases.

Form 6 is the prescribed application for eligible citizens seeking inclusion of their names in the electoral roll. The Chief Electoral Officer’s official website also lists Form 6 as the application for new registration of electors.

The CEO’s office said three of the 97 persons hold Portuguese passports, while the remaining six are currently outside India.

Officials are making efforts to establish contact with those living outside India and ascertain the necessary details for further action.

Goa CEO Says Cases Being Examined Individually

The clarification was issued after the 97 omitted names attracted attention in the context of Goa’s Special Intensive Revision (SIR) of electoral rolls.

The CEO’s office said each case was being processed separately according to the prescribed procedure. Earlier, the office had said that Booth Level Officers were conducting house-to-house visits to help left-out voters complete the required Form 6 process.

The Election Commission has also said that efforts are being made to enrol voters who were left out during the SIR process. In a recent clarification, the Commission said the Goa CEO had directed concerned BLOs to conduct house-to-house visits for left-out voters.

Over 1.27 Lakh Names Removed During Goa SIR

Goa’s SIR resulted in a final electoral roll containing 10,57,566 electors, according to the details provided in the latest report.

The revision began with 11,85,034 registered electors as of October 27, 2025. During the exercise, 10,84,992 enumeration forms were received, while more than one lakh forms were not received and were categorised under various reasons including absentee, shifted, dead and duplicate entries.

After claims, objections, hearings and field verification, the final electoral roll was published on February 21, 2026. The Goa CEO’s official portal confirms the publication date of the final SIR 2026 electoral roll.

The exercise resulted in the removal of more than 1.27 lakh names from the electoral roll, while officials have maintained that eligible voters can seek inclusion through the prescribed process.

Form 6 Available for Voter Inclusion

The Goa Chief Electoral Officer’s website provides facilities for voters to check electoral-roll entries and submit applications relating to inclusion, deletion and correction of names.

For eligible voters seeking fresh inclusion, Form 6 is the prescribed application, while Form 6A is used for registration of eligible overseas electors.

The latest update on the 97 cases comes as the authorities continue to process applications and verify the status of voters affected during the SIR exercise.
