Ludhiana ASI Murder Case: Two Convicted, Sentenced to Life Imprisonment in 2021 Jagraon Double Murder

Ludhiana: A Ludhiana court on Thursday delivered its verdict in the sensational 2021 Jagraon double murder case, sentencing two accused to life imprisonment for the killing of two Punjab Police Assistant Sub-Inspectors (ASIs) during an operation to nab notorious gangsters. The court also directed that compensation be paid to the families of the martyred police personnel.

Additional Sessions Judge Saru Mehta Kaushik convicted Baljinder Singh alias Babbi and Darshan Singh under charges including murder, attempt to murder, assault on a public servant and robbery of a government service revolver. However, several other accused were acquitted of the charge of criminal conspiracy due to lack of evidence.

Two ASIs were killed during anti-gangster operation in Jagraon

The case dates back to May 15, 2021, when a Punjab Police team was conducting an operation at the New Grain Market in Jagraon to apprehend notorious gangsters Jaipal Bhullar and Jaspreet Singh alias Jassi Kharar.

According to the prosecution, ASI Bhagwan Singh, ASI Dalvinderjit Singh, and Punjab Home Guard jawan Rajvinder Singh noticed a suspiciously parked Hyundai i10 car and a Canter truck inside the grain market. As the police approached the vehicles, the accused allegedly opened indiscriminate fire.

Eyewitnesses told the court that Jaipal Bhullar shot ASI Bhagwan Singh, while Jassi Kharar fired at ASI Dalvinderjit Singh. During the attack, Baljinder Singh allegedly restrained one of the police personnel, while another accused targeted Home Guard jawan Rajvinder Singh, who survived the incident.

Post-mortem reports confirmed that both ASIs died of multiple gunshot injuries, while forensic evidence indicated the shots were fired from close range.

Notorious gangsters Jaipal Bhullar and Jassi Kharar, identified as the main shooters, were later killed in a police encounter in Kolkata.

Investigation relied on phone surveillance, forensic evidence and 70 witnesses

The investigation gathered momentum after police placed the phone numbers of relatives of Baljinder Singh and Darshan Singh under surveillance. Investigators traced a suspicious mobile number linked to Madhya Pradesh that had contacted one of Darshan’s relatives shortly before the attack.

The Organized Crime Control Unit (OCCU) tracked the mobile phone’s location, leading investigators to a hideout where the accused were arrested.

During the trial, the prosecution examined 70 witnesses, besides presenting documentary records, forensic reports, medical evidence and electronic evidence.

Based on the evidence, the court found Baljinder Singh and Darshan Singh guilty of murder, attempted murder, assaulting public servants and looting a government-issued revolver.

Court convicts others under Arms Act, acquits several of conspiracy charges

Apart from the two main convicts, the court found Bharat Kumar guilty of harbouring and assisting the accused after the crime.

Meanwhile, Satpal Kaur, Gagandeep Singh alias Nanna, Jaspreet Singh, Gurpreet Singh alias Lucky, and Nanak Chand were convicted for illegal possession of unlicensed firearms and ammunition under the Arms Act.

However, the court acquitted all accused of the charge of criminal conspiracy, observing that the prosecution failed to establish the allegation beyond reasonable doubt. Another accused, Lucky Rajput, was acquitted of all charges.

Court orders compensation for families of martyred police officers

While pronouncing the sentence, the court directed that the families of ASI Bhagwan Singh and ASI Dalvinderjit Singh receive compensation from the fine imposed on the convicts.

The court ordered that ₹25,000 each be paid to both families from the recovered fine amount. It also directed the Punjab government to provide additional financial assistance under the Victim Compensation Fund.

In its order, the court observed that both police officers had laid down their lives while performing their official duties in the fight against organised crime and that their families deserved appropriate financial support and recognition for their sacrifice.
