Ludhiana ISI Espionage Case: Man Held Over Alleged CCTV Surveillance for Pakistan

Ludhiana: Ludhiana Police, in coordination with Counter Intelligence Ludhiana, have arrested a man allegedly involved in espionage activities for Pakistani intelligence agencies and recovered CCTV cameras, a Wi-Fi router, a memory card and other surveillance equipment.

The accused has been identified as Rashpal Singh, a resident of Sarafkot in Gurdaspur’s Fatehgarh Churian. According to Police Commissioner Swapan Sharma, a joint team acting on secret information intercepted Singh on August 27.

Police said Singh had rented a shop opposite a hospital in New Sunder Nagar on the Ludhiana-Ferozepur National Highway.

Accused Allegedly Gave Pakistan Handlers Live CCTV Access

According to police, Singh installed CCTV cameras outside the rented shop and allegedly provided his handlers in Pakistan with live access to the camera feed.

The Pakistani operatives allegedly used the CCTV feed to monitor security-related movements in the area, police said. Investigators also alleged that Singh shared confidential information related to national security and defence agencies with his handlers.

Police further alleged that the operatives issued threats through various mobile numbers.

The location of the shop has also come under scrutiny as it is around six kilometres from Baddowal Cantonment, according to reports. Investigators are examining whether the CCTV setup was used to monitor movements around sensitive locations.

CCTV Cameras, Router and Memory Card Recovered

During the operation, police recovered two CCTV cameras, a Wi-Fi router, a power adapter and a memory card from Singh’s possession.

The equipment is being examined as part of the investigation into the alleged transmission of sensitive information.

Ludhiana Police said the arrest was made in coordination with Counter Intelligence Ludhiana and described the accused as being involved in espionage activities for Pakistani intelligence agencies.

Case Registered Under Official Secrets Act

A case has been registered at Sarabha Nagar Police Station under relevant sections of the Official Secrets Act and the Bharatiya Nyaya Sanhita.

The accused was produced before a court and sent to six-day police remand.

Police are conducting an in-depth interrogation to determine the extent of the information allegedly transmitted to Pakistan-based handlers. Police Commissioner Swapan Sharma said the investigation is focused on establishing the extent of sensitive data allegedly shared.

Probe Into Wider Espionage Network

The arrest has also prompted investigators to examine whether similar surveillance activities could have taken place elsewhere in Punjab.

According to the latest reporting, investigators have identified suspicious contacts from Singh’s call records and are examining possible links to a wider ISI-linked espionage network. Police are also investigating the possibility of similar operations near other sensitive locations in the state.

This case comes amid previous investigations in Punjab involving alleged Pakistan-linked surveillance through CCTV systems. Earlier this year, Punjab Police had reported busting alleged ISI-backed modules that used SIM-based and solar-powered CCTV cameras to monitor sensitive military locations.

The Ludhiana investigation remains underway, and further details are expected as police examine the recovered equipment, communication records and alleged links to Pakistan-based handlers.
