NIA Chargesheets Three More Accused in Red Fort Car Bomb Blast Case

New Delhi: The National Investigation Agency (NIA) has filed a supplementary chargesheet against three more accused, including an absconding suspect, in connection with the November 10, 2025, vehicle-borne improvised explosive device (VBIED) blast near Delhi’s Red Fort that claimed 11 lives.

With the latest chargesheet, the total number of accused in the case has risen to 13, including the alleged main conspirator, Umer Un Nabi, who was killed in the explosion.

Three More Accused Named in Supplementary Chargesheet

The supplementary chargesheet, filed before the Special NIA Court at Patiala House Courts, names Zameer Ahmad Ahanger, Tufail Ahmad Bhat, and Muzafar Ahmad alias Faraz alias Zafar, all residents of Jammu and Kashmir.

According to the NIA, the investigation is still underway, and additional evidence has helped establish the alleged roles of the newly chargesheeted accused in the terror conspiracy.

Alleged Role of Absconding Accused

Investigators identified Muzafar Ahmad, a qualified paediatrician (MBBS, MD), as the elder brother of co-accused Adeel Ahmad Rather and an alleged founding member of AGuH Interim, an offshoot of Al-Qaeda.

The agency alleges that Muzafar was among the key conspirators, along with Umer Un Nabi, Muzammil, Adeel and Mufti Irfan, in planning the deadly car bomb attack.

According to the chargesheet, he attended a secret meeting at Eidgah in Srinagar in June 2022, where the AGuH Interim module was allegedly formed.

The NIA further alleged that Muzafar played an active role in manufacturing, testing and storing TATP-based improvised explosive devices (IEDs) at a clandestine facility operating from Al-Falah University in Faridabad.

A non-bailable warrant has been issued against him, and efforts are underway to trace and arrest him.

Role of Other Accused

The investigation alleges that Zameer Ahmad Ahanger functioned as an overground worker (OGW) for the terror module and maintained contact with handlers. He allegedly acted as a courier for arms, ammunition and funds used by the group.

Tufail Ahmad Bhat, identified as a former overground worker of the banned Lashkar-e-Taiba (LeT), is accused of supplying weapons to the module.

According to the NIA, Tufail allegedly procured an AK-47 rifle, a Krinkov rifle, a pistol, magazines and live ammunition through dead drops arranged by a handler before delivering them to Umer Un Nabi for ₹3 lakh.

Charges Invoked

The arrested accused, Zameer and Tufail, have been booked under multiple provisions of the Unlawful Activities (Prevention) Act (UAPA) and the Bharatiya Nyaya Sanhita (BNS).

Muzafar Ahmad has also been charged under additional provisions of the BNS, the Explosive Substances Act and the Prevention of Damage to Public Property Act.

Investigation Continues

The NIA said it established links among the accused through forensic analysis, geo-location mapping of conspiracy sites and financial trail investigations.

The agency added that the probe into the Red Fort car bomb blast case remains ongoing and further investigation is being carried out to uncover the full extent of the alleged terror conspiracy.
