No PUC, No Petrol: Delhi Vehicles to Be Denied Fuel From December 18

New Delhi: Delhi Environment Minister Manjinder Singh Sirsa on Tuesday announced that vehicles without a valid Pollution Under Control Certificate (PUCC) will not be allowed to refuel at petrol pumps in the national capital from December 18.

Addressing a press conference at the Delhi Secretariat, Sirsa said all petrol, diesel and CNG pump operators have been directed to dispense fuel only after checking a valid PUCC. He added that over 8.66 lakh vehicles have already been penalised for non-compliance, significantly improving awareness among vehicle owners.

Tough Stand On Polluting Vehicles

The minister said vehicles registered outside Delhi and below the BS-VI category will not be allowed to enter the city when GRAP Stage III and IV are in force. Vehicles carrying construction material will also be barred during GRAP IV. Automatic Number Plate Recognition systems and on-ground checks will be used to verify PUCC status and emission norms.

Responding to criticism by the Aam Aadmi Party, Sirsa said those who governed Delhi for over a decade were responsible for worsening pollution and garbage problems and are now staging protests against the issue they created.

Data-Driven Crackdown And Green Push

Sirsa said the government has identified 62 traffic congestion pollution hotspots, compared to 13 earlier, and has launched focused interventions at each location. He claimed Delhi recorded better air quality in eight of the past 11 months compared to last year, with November’s average AQI about 20 points lower.

He added that over 2,000 notices and penalties worth ₹9.21 crore have been issued to violators, with action also underway against polluting industrial units, diesel generator sets and banquet halls. Highlighting long-term measures, Sirsa said legacy waste processing has increased significantly and Delhi’s public transport is rapidly shifting to electric buses, with a target of 7,000 e-buses by December 2026.

Appealing to citizens, the minister urged vehicle owners to obtain valid PUCC certificates and cooperate with enforcement teams, stressing that clean air is only possible through collective effort.
